Minutes:
It was moved by Councillor Saunby, seconded by Councillor Tovey, that Councillor Greenslade be elected Chairman of this Committee.
It was moved by Councillor Donnithorne, seconded by Councillor Edwards, that Councillor Riches be elected Chairman of this Committee.
More than one quarter of Members requested a secret ballot. Following a ballot, it was
RESOLVED that Councillor Fred Greenslade be elected Chairman of this Committee.
Councillor Greenslade thereupon took the Chair and thanked Members for his election.
Election of Vice Chairman
Minutes:
It was moved by Councillor Tovey, seconded by Councillor Williams, that Councillor Eathorne-Gibbons be elected Vice-Chairman of this Committee.
It was moved by Councillor Bull, seconded by Councillor Riches, that Councillor Hannaford be elected Vice-Chairman of this Committee.
More than one quarter of Members requested a secret ballot. Following the ballot an equality of votes was found. In accordance with procedure a second ballot was taken with the result once again being equal. The meeting was then advised that a tie breaker of a coin toss would be applied, with the first proposed Member being allowed to call the toss. Following the coin toss, it was
RESOLVED that Councillor Eathorne-Gibbons be elected Vice-Chairman of this Committee.
Councillor Eathorne-Gibbons thereupon took the Chair and thanked Members for his election.

Councillor Bull declared a personal interest in anything relating to Imerys.
Work Programme Development Day
Minutes:
The Team Leader – Scrutiny and Executive, Policy and Strategy Service, reported on a planned event, facilitated by the Centre for Public Scrutiny, arranged for all Cornwall Council Overview and Scrutiny Committee Members on 21 September 2009 to be held at County Hall, Truro. The morning session was planned to address a common approach to work programme prioritisation and planning across all Committees, and during the afternoon it was planned to focus on each Committee formulating its work programme.
It was moved by Councillor Egerton, seconded by Councillor Bull, and
RESOLVED that members of the public, in attendance, be invited to stay for the informal session for Members to be held after the meeting.

Future Committee Meeting
Members emphasised the need for a meeting of the Committee to be held prior to the next scheduled meeting in November to enable work to be taken forward.
It was moved by Councillor Egerton, seconded by Councillor Bull, and
RESOLVED that a meeting of the Environment and Economy Overview and Scrutiny Committee be held in September 2009.
EE/7 Meeting etiquette
A discussion was had regarding how Members should be addressed by each other and officers during meetings.
It was moved by Councillor Donnithorne, seconded by Councillor Riches, and
RESOLVED that Committee Members be addressed as ‘Councillor ‘last name’’, during meetings.
