This report sets out proposals for the future delivery of generic floating support services across all types of housing tenure in order to offer greater efficiency, equity and generate better value for money.

1. to the proposal that five new generic floating support services for people under the age of 55 years are established consisting of four neighbourhood services with one borough-wide service targeted to meet the support needs of homeless people in Stage 2 accommodation and those requiring assertive outreach.

2. to let contracts, by means of a restricted (two stage) tender procedure whereby any interested tenderer may express an interest in bidding for the provision of a floating support service in each of Hackney’s four neighbourhoods and for the provision of a borough-wide floating support service.
3. that potential providers are not restricted to bidding for only one of the floating support contracts.
4. to let all contracts for a period of three years, with the option to extend them for a further two years, subject to satisfactory performance reviews.
5. to note that four geographically separate floating support services are to be procured for those over the age of 55 years to meet the specific needs of older people. A further floating support service aimed at all members of the Jewish Orthodox (Charedi) community will be procured. The unique cultural and religious requirements of this community means that the service provider chosen to deliver this service will be able to demonstrate a successful track record of providing culturally sensitive services to this community. These procurements are going through Cabinet approval.
This report reviews the Small Scale Voluntary Transfer (SSVT) transfer of Haggerston West & Kingsland Estate to London and Quadrant, which contains 480 properties including 84 leaseholders.

Decision:
Agree the following:
1 to appoint Bidder A as the Council’s preferred supplier for the provision of Security guarding, Key-holding & alarm response and Estates security (with the exception of Woodberry Down estate) for a period of 4 years under the framework agreement to commence 1 April 2009, to enable 3 months mobilisation from contract award.
2 not to award the Vacant Premises lot as part of this procurement exercise and to continue to utilise the existing service provider in the interim period, whilst a decision on the procurement options of this service stream is reviewed and reported back to Members. (To also be discussed with Partner organisation.)
3 to note annual additional funding of £100K for General Fund commencing 2009/10 to be included as priority growth for 2009/10 and additional costs of £120K attributable to the HRA/c, which will be managed within that budget.
This report seeks approval to award five contracts for the installation, repair and maintenance of adaptation works to tenderers as set out in paragraph 3.2 of the report.
