To approve as a correct record, the Minutes of the meeting of the Executive held on 12 July 2011.

To receive from Members any declarations and the nature in relation to:-

 

(a)    personal interests in any agenda item

To consider petitions received in accordance with the Scheme of Public Participation set out in Annex 2 of Part A4 of the Constitution:-

 

(a)               Paper Petition against the merger and closure of Weatherfield Special School – 521 signatures.

 

(b)               Paper and e-petition to save all our libraries – 152 signatures.

To respond to general questions and statements from members of the public in accordance with the Scheme of Public Participation set out in Appendix A of Part A4 of the Constitution.

To receive the Forward Plan of Key Decisions for the period 1 August 2011 – 31 July 2012.

 

The report sets out the responses to the statutory notices to merge Hillcrest Community Special School, Weatherfield Community Special School and Glenwood Community Special School to create a single area special school for pupils with complex educational needs.

 

To consider the adoption of the Post 16 Transport Policy for Central Bedfordshire.

 

This report updates the Committee on the progress made to change the provider who delivers home care to 4 extra care sheltered housing schemes across Central Bedfordshire and recommends in the exempt Part B report of this Executive agenda the awarding of contracts to the successful applicants.

 

 

The report proposes to award the contract for the 24/7 Community Alarm and Emergency Out of Hours call Handling Service 2011 – 2016.  The exempt Appendix B to this report is set out in Agenda item EX3.

 

To introduce the annual refresh of the Community Engagement Strategy (CES) for approval and present the performance achieved against Year 1 actions of the 2010 – 2013 delivery plan.

 

To seek approval for a variation to the ICT Infrastructure Capital Scheme to fund the work required to stabilise and secure the operation of the Council’s current ICT systems.  The exempt Appendix A can be found at Agenda item EX5.

 

The report proposes the medium term financial planning framework for 2012/13 through to 2015/16.

 

The report provides information on the Quarter 1 Revenue Budget Management position.

 

The report provides information on the Quarter 1 Capital Budget Management position.

 

The report proposes endorsing the joint Core Strategy and its accompanying evidence as interim guidance for Development Management purposes.

 

To consider the new Members’ Allowance Scheme for the provision of Members’ ICT equipment.

The report proposes that the Council consider and adopt a strategic approach for leisure facilities, “Central Bedfordshire approach to Leisure Facilities”.  This report is urgent as it is linked to the exempt report agenda item EX1.

This report proposes the establishment of a new exemplar business incubation facility to support the regeneration and future employment needs in the Dunstable area. 

 

To receive the fourth Annual Report of Bedford and Central Bedfordshire Adult Safeguarding Board.

 

To consider whether to pass a resolution under section 100A of the Local Government Act 1972 to exclude the Press and Public from the meeting for the following item of business on the grounds that the consideration of the item is likely to involve the disclosure of exempt information as defined in paragraph(s) 3 of Part 1 of Schedule 12A of the Act.

 

The report proposes the extension of the leisure management contracts for the north of Central Bedfordshire and the tendering for a new one year contract for the management of services at Houghton Regis Leisure Centre.

 

To consider the bid for Central Bedfordshire College Incuba European Regional Development Fund.

 

To consider the financial information in relation to awarding the contract for the 24/7 Community Alarm & Emergency Out of Hours call Handling Service 2011 – 2016 as set out in Agenda item 11.

 

To consider the exempt tender information for the Commissioning the Providers of Care at Four Extra Care Scheme Courts in Central Bedfordshire referred to in Agenda item 10.
