This report outlines the areas of work which the Committee will be building on in the year ahead as well as those which will help strengthen the ethical governance arrangements of the Council. The report therefore invites the Committee to agree the work programme for the year 2011-2012.

This report looks ahead at the impact of the proposals in the Localism Bill on ethical governance and invites the Committee to consider the future of ethical governance in Hackney, in particular the following three issues:

 

·  A future voluntary code of conduct;

 

·  How to maintain high ethical standards; and

 

·  How to enforce any voluntary code of conduct, for example use of standards committee to uphold standards.
