Budget Briefing

Councillor Lloyd/Michael Honeysett, Assistant Director of Financial Management, to give a briefing which will include the answer to the following question set by the Chair of the Forum and the Co-optees following the last meeting:

 

‘We understand how challenging the recent Government finance settlement is for all local authorities, especially boroughs like Hackney. The Government is asking local authorities to prioritise spending on ‘front-line services’, but some ‘front-line services’ (e.g. replacing asphalt pavements with slabs) do not seem to be a real priority, while some ‘back-office functions’ (e.g. support staff who enable social workers to concentrate on working with clients) certainly are.  How is the front-line / back-office distinction being implemented in Hackney? What other criteria, such as Current service / Investment / Improvement are being used in Hackney? Please give examples.’

Proposed Transport Local Implementation Plan 2 (LIP2)

All London boroughs are required to prepare a Local Implementation Plan (LIP) outlining their proposals to implement the London Mayor's Transport Strategy (MTS) locally. 

Following the publication of the new MTS in May 2010, a second LIP has now been prepared by Hackney Council for submission to the London Mayor in accordance with the requirements of the Greater London Authority Act 1999. 

The borough's draft second Local Implementation Plan (LIP) shows the Council's proposals for implementing the Mayor of London's Transport Strategy  and represents an indication of what the Council would like to achieve in the next five years. This includes projects like improvements to town centres and public spaces, new cycling facilities, safer roads or measures to smooth traffic flow. 

Have your say 

We want to ensure that the LIP2 helps deliver "an efficient, sustainable transport system that will connect and integrate Hackney with the rest of London and beyond. This will enable easy access to economic, social and cultural opportunities both locally and London wide". To achieve this vision it is essential that local residents, businesses, community groups and other stakeholders are involved in its preparation. 

The Council would like your feedback on the draft LIP2, in particular, the proposed targets and challenges set out in the plan

1. What matters most to you in Hackney?

 

The borough’s Scrutiny Councillors need to know your views.

From housing and council budgets, to health and education, we want to know what your top priorities are, as part of an annual survey to shape next year’s Scrutiny work programme.

Scrutiny Commissions are made up of councillors who work across party political lines to investigate issues of local concern, and they need to know what Hackney residents want to see reviewed from June this year.

Good Scrutiny plays an important role in the development of better policies and improving performance, and can hold the Council and outside agencies to account, including the police and local health service.

Last year’s survey found that making the borough safer was the top priority, so one of the Scrutiny Commissions completed a review of how the council and police are working together to address gun & knife crime. Residents also said that education services were important, so a Commission reviewed local achievement at Key Stage 2.
