To receive apologies for absence.

To approve as a correct record, the Minutes of the meeting of the Executive held on 15 February 2011.

To receive from Members any declarations and the nature in relation to:-

 

(a)    personal interests in any agenda item

 

(b)    personal and prejudicial interests in any agenda item.

To receive any matters of communication from the Chairman.

To consider petitions received in accordance with the Scheme of Public Participation set out in Annex 2 of Part A4 of the Constitution:

 

1.      The Council to remove the requirement for a multi-storey car park to be situated at the existing Asda car park from the Dunstable Town Centre Masterplan.

 

2.            The Council to reconsider its plans to redeploy the current Council employed carers from the “Courts”.  The “Courts” being facilities for frail elderly and includes Lavender, Quince, Redhouse and St Georges Court.

To respond to general questions and statements from members of the public in accordance with the Scheme of Public Participation set out in Appendix A of Part A4 of the Constitution.

 

To agree the strategy which sets out how the Local Authority and its partners intend to reduce child poverty by 2020. 

 

To endorse and recommend to Council to adopt the Central Bedfordshire Children and Young People’s Plan.

 

The report proposes the adoption of the Post 16 Transport Policy for Central Bedfordshire.

 

To consider an analysis of consultation undertaken with schools.

 

To consider the Development Plan Document (DPD), in advance of consideration by Council for formal adoption.

 

To approve the Dunstable Town Centre Masterplan as Interim Technical Guidance for Development Management Purposes. [Please note Appendix 1 – Dunstable Town Centre Final Masterplan has been circulated separately to Members of the Executive.]

 

 

The consider the forecast budget position as at 31 March 2011.

 

 

The report proposes that Central Bedfordshire Council continues to use the Central Buying Consortium’s flexible energy contract for electricity and gas supplies to Council buildings and Streetlighting for the period 1 October 2012 - 30 September 2016.

 

 

To consider revised charges for school support services.

 

To approve the Food Law Enforcement Service Plan 2011-2012, the Age Restricted Sales Plan 2011–2012 and the Health and Safety (as a Regulator) Service Plan 2011-2012.

 

To agree and sign off the Community Safety Partnership Priorities and the Community Safety Partnership Plan for 2011-12.

 

To highlight the key Quarter 3 performance for Central Bedfordshire Council.

 

To seek approval for Central Bedfordshire Council to become a formal member of the South East Midlands Local Enterprise Partnership (SEMLEP).

To receive the Forward Plan of Key Decisions for the period 1 March 2011 – 28 February 2012.
