The Cabinet Member considered the joint report of the Housing Market Renewal Director and the Strategic Director of Health and Social Care seeking approval of the proposed changes to the Private Sector Housing Assistance policy, which governed the way the Council provided financial assistance to homeowners; and to enable the policy to continue with updated provisions that reflected a more effective and efficient targeting of available resources. A copy of the revised policy was attached to the report.

 

This was a key decision and was currently included on the Council’s Forward Plan of Key Decisions.

 

RESOLVED:            

 

That Cabinet be requested to approve the revised Private Sector Housing Assistance policy, as attached to the report.

Minor Repairs and Adaptations Service (Handyperson Scheme) PDF 84 KB

Report of the Strategic Director of Adult Social services (Health and Social Care)

Minutes:

The Cabinet Member considered the report of the Strategic Director of Health and Social Care seeking approval for the implementation of a minor repairs and adaptations scheme grant funded by the Department of Communities and Local Government and indicating that a decision on this matter was required in order to comply with the Council’s Constitution.

 

The report set out background information and details of the current position and proposal in relation to the submission; and indicated that funding for the two technicians and two apprentices required would be met fully from the scheme funding.

 

This was a key decision and was currently included on the Council’s Forward Plan of Key Decisions.

 

RESOLVED:

 

That the implementation of a minor repairs and adaptations scheme and recruitment of the four fully funded posts, as detailed in the report, be approved.

The Cabinet Member considered the report of the Strategic Director of Health and Social Care which provided an update of his Department’s performance activity for the fourth quarter 2008/09, in relation to achieving key objectives.

 

RESOLVED:   That

 

(1)       the performance on activity for the fourth quarter 2008/09 in relation to achieving key objectives as referred to in the report be noted; and

 

(2)       the fact that the information contained in the report had been referred to Cabinet as part of a consolidated report on performance information across the Council, be noted.

Budget Monitoring 2009/10 PDF 85 KB

Joint report of the Strategic Director of Adult Social Services (Health and Social Care) and Finance and Information Services Director.

Minutes:

Further to Minute No.293(2) of the meeting of the Cabinet held on 19 March, 2009, the Cabinet Member considered the joint report of the Strategic Director of Health and Social Care and the Finance and Information Services Director seeking approval for the inclusion of specific budgets, considered at risk of overspending, within the monthly budget monitoring forms for 2009/10 to enable a focussed approach to be taken in the monitoring of budget areas most considered at risk of overspending or under achieving.

 

The particular areas most at risk of overspending or under achieving were identified in paragraph 3.1 of the report. The Appendix to the report included the significant budget variations between the 2008/09 and 2009/10 Base Budgets for Health and Social Care, together with the approved Service related Growth and Savings and a number of Corporate Savings.

 

RESOLVED:   That

 

(1)       the level of 2009/10 Service Budget for the Health and Social Care  portfolio be noted;

 

(2)       the areas of risk budgets, as indicated in Paragraph 3.1 of the report, for inclusion within the monthly budget monitoring exercise, be approved; and

 

(3)       the need for Service Directors to amend the areas of risk budgets monitored as issues arise during the year be recognised.

The Cabinet Member considered the report of the Strategic Director of Health and Social Care seeking approval for the Housing element of the Health and Social Care and Regeneration Capital Programmes to enable schemes to be progressed in the current financial year.

 

This was a key decision and was currently included on the Council’s Forward Plan of Key Decisions.

 

RESOLVED:   That

 

(1)       the Health and Social Care element of the proposed capital schemes as detailed in Annex A to the report be approved; and

 

(2)            Cabinet be recommended to include the proposed Health and Social Care capital schemes detailed in Annex A to the report in the Council’s Capital Programme.

Valuing People, Transferring Funds from the NHS to Sefton Council PDF 83 KB

Minutes:

The Cabinet Member considered the report of the Strategic Director of Health and Social Care seeking approval for the NHS Adults learning disability budgets and associated commissioning responsibility being transferred to the Health and Social Care Directorate of Sefton Council. 

 

RESOLVED:

 

That the transfer of the NHS Adult Learning Disability budgets and associated commissioning responsibility to the Health and Social Care Directorate of Sefton Council be approved.

That, under Section 100A(4) of the Local Government Act, 1972, the press and public be excluded from the meeting for the following item(s) of business on the grounds that it involves the likely disclosure of exempt information as defined in Paragraphs 1 and 3 of Part 1 of Schedule 12A to the Act.  The Public Interest Test has been applied and favours exclusion of the information from the Press and Public.

Specialist Transport Service

Report of the Strategic Director of Adult Social Services (Health and Social Care)

Minutes:

The Cabinet Member considered the report of the Strategic Director of Health and Social Care informing of the results of a consultation process in relation to mechanisms to reduce the overspend on the transport element of the Health and Social Care Directorates budget.

 

This was a key decision and was currently included in the Council’s Forward Plan of Key Decisions.

 

Councillor Brennan requested that consideration of the report be deferred to enable disability groups to make further representations to the Committee. He also indicated that the press and public should not be excluded from the consideration of the issue.

 

The Cabinet member expressed her concern in the matter and requested that the report be referred to Cabinet for a full discussion.

 

RESOLVED:   That

 

(1)       the report be referred to the Cabinet for a full discussion; and

 

(2)       the dissent of Councillor Brennan, from the decision contained in (1) above be recorded.
