Deputation: Cutting Carbon Emissions in Hackney

Hackney and Tower Hamlets Friends of the Earth is calling on Hackney Council to sign up to the Get Serious About C02 Campaign to set a strong target to cut our local carbon emissions to help our borough play our part in tackling climate change. We would like Hackney to urgently pass a motion to:

  • Deliver a minimum 40% reduction of C02 emissions in Hackney by 2020
  • Produce an action plan to deliver that reduction
  • Report annually on progress towards the delivery of the 40% 2020 target
  • Support the Friends of the Earth Get Serious About C02 campaign for 1) more money and support for local authorities to take action to cut carbon and 2) the introduction of Local Carbon Budgets for every local authority area.

 

Doing this would bring huge benefits to the local area.  These include tackling fuel poverty through home insulation, generating income through local electricity production, cutting transport emissions and generating local jobs through energy efficiency.

6.1 From Mischa Borris to the Cabinet Member for Community Services:

‘On 12th August, intruders gained entry to the Clissold Park deer enclosure by moving a temporary fence panel resulting in one of the deer breaking its leg and having to be put down.  How does the council justify not retaining specialist expertise in deer management (as do LB Haringey, which retains a specialist Deer Vet and Deer Manager, and LB Tower Hamlets, which employs an expert Deer Keeper), which could have advised on care of the deer through the disruption caused by the park's renovations? And what steps have been taken to ensure the animals' welfare and safety whilst the refurbishments continue?’

‘When was the housing points system last reviewed by the Council and would you agree that another review is now due? Would you also agree that more points should be given for overcrowding as overcrowding makes it more difficult for children to study and further encourages young people to leave home prematurely, this creating social problems?’

‘What plans will be put into place to ensure that the gains made by the play pathfinder programme will not be jeopardised by the coalition government's decision to cut funding for playgrounds?’

‘Why has the Council failed to deliver on its promise to construct new public toilets next to the recently constructed play area in Springfield Park?’

 

7.3  From Cllr Fajana-Thomas to the Cabinet Member for Crime, Customer Services and Sustainability:

‘Residents in Stoke Newington Central ward have frequently raised their concerns with us about the spread of late night venues on the A10 and the impact this has on residential streets. Could the Cabinet Member outline what measures the Council can take to help address these concerns?’

 â€˜What are the Council and partners doing to address the issue of dangerous dogs in the borough?’

‘Following the tragic incident in Clissold Park where one of the deer had to be put down, could the Cabinet Member outline what steps the Council is taking to safeguard the welfare of deer in Clissold Park?’

Council Joint Committee:
