class=\"mgSubItemTitleTxt\">Minutes:</p>\n<div class=\"mgWordPara\"><div class=\"Section1\">\n<p class=\"MsoNormal\">\n2.1<span>&nbsp;&nbsp;&nbsp;</span> Cllr\nRichard Watson welcomed residents to the meeting.</p>\n<p class=\"MsoNormal\">\n2.2<span>&nbsp;&nbsp;&nbsp;</span> The\nminutes of the last meeting on 7<sup>th</sup> October 2009 were\napproved and signed by Cllr Richard Watson.<span>&nbsp;</span></p>\n</div>\n</div> \n\t\t\t\t\t\n\t\t\n\t\t\n\t\t\n\n\t\t\t<p class=\"mgAiTitleTxt\"><a name=\"AI18232\"></a>3.</p>\n\t\t\t\t\n\t\t\t\t\t\n\t\t\t\t\t<p class=\"mgAiTitleTxt\">Police Report and Priorities</p>\n<div class=\"mgWordPara\"><div class=\"Section1\">\n<p class=\"MsoNormal\">An update from your Safer Neighbourhood\nPolicing Team on the recent police priorities ward consultation and\nyour chance to raise any concerns.<span>&nbsp;</span></p>\n</div>\n</div> \n<p class=\"mgSubItemTitleTxt\">Minutes:</p>\n<div class=\"mgWordPara\"><div class=\"Section1\">\n<p class=\"MsoNormal\">PC Alex Dobson and PCSO Tom Laurie gave a\nreport on Community Safety issues and initiatives in the ward over\nthe past months.<span>&nbsp;</span> The\nfollowing points were noted:</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">\n3.1<span>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</span>\nCrime has reduced in the ward as compared to this time last\nyear.<span>&nbsp;</span> The team have\nbeen doing a lot of plain clothes work and also the recent bad\nweather has contributed to this. <span>&nbsp;</span>The team have been taking the\nmobile police office out into the ward when they are on a night\nshift. <span>&nbsp;</span></p>\n<p class=\"MsoNormal\">\n3.2<span>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</span>\nThe team are still promoting the &lsquo;Light up, lock up&rsquo;\ncampaign and free light bulbs and timers are available to residents\nif they get in touch with the team. <span>&nbsp;</span>Operation Spoke is also underway\nwhich is a campaign to deter cycle theft.<span>&nbsp;</span> The team mark residents&rsquo;\nbikes with a unique reference number using a permanent ultra violet\npen and their personal details are recorded alongside the reference\nnumber on a property database.<span>&nbsp;</span> If a bike is stolen and recovered\nby the police it will be possible to identify who it belongs\nto.<span>&nbsp;</span> Residents should\ncontact the team on 0845 6060247 to arrange an appointment.</p>\n<p class=\"MsoNormal\">\n3.3<span>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</span>\nThe team have done 6 hours of speeding enforcement work in\nJanuary.<span>&nbsp;</span> Residents\nwere asked to continue to fill in 95 alive forms to report\nspeeding.</p>\n<p class=\"MsoNormal\">\n3.4<span>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</span>\nThe team hold regular police surgeries and these are advertised\nacross the ward.<span>&nbsp;</span> The\nteam are also using the social networking site\n&lsquo;Twitter&rsquo; which they are updating regularly with their\nactivities.<span>&nbsp;</span> Residents\ncan follow them by logging on to Twitter and view the team profile\nat NYPHaxbySNT.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">The following questions and comments were\nnoted:</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">a) <span>&nbsp;</span>Can 95 alive forms be done\nonline?</p>\n<p class=\"MsoNormal\">Response was given that no not currently but\nthis is something the team will look into.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">b)<span>&nbsp;</span> Why has crime reduced across the\nward?</p>\n<p class=\"MsoNormal\">Response was given that the team have been\ndoing a lot of plain clothes work. <span>&nbsp;</span>Also it is a big team now so they\nare more visible with more people on the ground.<span>&nbsp;</span> Crime is down all over York due\nto the bad weather.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">c) <span>&nbsp;</span>At the last meeting Inspector Dey\ncommented that 9% or road traffic accidents in this area are due to\nspeeding.<span>&nbsp;</span> What are the\nteam doing about the other 91%?</p>\n<p class=\"MsoNormal\">Response was given that the team issued\ntickets to drivers if they are seen talking on a mobile phone or\nnot wearing a seatbelt. <span>&nbsp;</span>PC Dobson advised the resident it\nwould be useful for them to speak to the Traffic Management Unit\nand took their contact details.<span>&nbsp;</span></p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">d) Some cars travel so fast coming into Old\nOrchard that they actually mount peoples gardens. <span>&nbsp;</span>It is the same people at the same\ntimes of day.<span>&nbsp;</span></p>\n<p class=\"MsoNormal\">Response was given that this is on the teams\npatrol plan. <span>&nbsp;</span>If we can\nprove there is an anti-social behaviour element linked to a vehicle\nwe can issue the driver with a Section 59. <span>&nbsp;</span>Residents should ring 0845 6060247\nto log their complaints and fill in a 95 alive form. <span>&nbsp;</span>The residents have to be prepared\nto stand up in court and give evidence. <span>&nbsp;</span>Some cars are noisy, they may not\nbe travelling as fast as perceived.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">e) More speed limit signs are needed on\nlampposts on Mill Lane.</p>\n<p class=\"MsoNormal\">Response was given that these are not\nnecessary as the fact that there are lampposts tell you it a 30mph\nzone.<span>&nbsp;</span> The team will\nlook further into this.</p>\n</div>\n</div> \n\t\t\t\t\t\n\t\t\n\t\t\n\t\t\n\n\t\t\t<p class=\"mgAiTitleTxt\"><a name=\"AI18233\"></a>4.</p>\n\t\t\t\t\n\t\t\t\t\t\n\t\t\t\t\t<p class=\"mgAiTitleTxt\">Local Improvement Schemes 2010/11</p>\n<div class=\"mgWordPara\"><div class=\"Section1\">\n<p class=\"MsoNormal\">Your ward councillors will present the\nprovisional ward local improvement scheme list for the coming\nfinancial year. <span>&nbsp;</span></p>\n</div>\n</div> \n<p class=\"mgSubItemTitleTxt\">Minutes:</p>\n<div class=\"mgWordPara\"><div class=\"Section1\">\n<p class=\"MsoNormal\">Cllr Watson invited residents to comment on\nthe proposed list of ward committee schemes to be funded from the\n2010/11 budget.<span>&nbsp;</span></p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">4.1<span>&nbsp;</span> Although the budget for 2010/11\nhas not been finalised, the schemes list has been drawn up on the\nbasis that it will be a similar amount to the 2009/10 budget of\n&pound;39K.<span>&nbsp;</span></p>\n<p class=\"MsoNormal\">\n4.2<span>&nbsp;&nbsp;&nbsp;&nbsp;</span> It\nis a possibility that some of the schemes may not go ahead as the\nyear pans out which will leave money for other things in the\nward.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">The following questions and comments were\nnoted:</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">a)<span>&nbsp;</span> The provision of salt bins in the\nward is much more important that some of the schemes on the\nlist.</p>\n<p class=\"MsoNormal\">Response was given that due to budget cuts,\nHighways removed a number of salt bins across the city, in\nparticular the ones that were not being used regularly.<span>&nbsp;</span> This has become an issue recently\ndue to the spell of extraordinary bad weather. <span>&nbsp;</span>The ward committee do fund\nadditional salt bins in the ward and welcome suggestions for\nlocations.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">b)<span>&nbsp;</span> &pound;6000 has been awarded to\nscheme 12 (Grant to Haxby Town Council for an artificial surface\neither side of the multi games area on Ethel Ward playing field)\nwhen through error it was advertised on the ballot as\n&pound;500.<span>&nbsp;</span> Has the\namount awarded to scheme 19 (Grant to Wigginton Parochial Church\nCouncil for replace a rotten door) been reduced to account for that\nerror?</p>\n<p class=\"MsoNormal\">Response was given that no this is not the\ncase, the ward committee ensure that there is an equal split of\nfunding between Haxby and Wigginton.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">c)<span>&nbsp;</span> &pound;7500 has been awarded to\nHaxby and Wigginton Youth and Community Association\n(H&amp;WYCA).<span>&nbsp;</span> Haxby\nTown Council have also awarded them &pound;6000, how much has\nWigginton Parish Council given them?</p>\n<p class=\"MsoNormal\">Response was given that Wigginton Parish\nCouncil has awarded &pound;1000.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">d) Is there any record of H&amp;WYCA&rsquo;s\naccounts?</p>\n<p class=\"MsoNormal\">Response was given that the accounts are\navailable at Oaken Grove Community Centre.</p>\n</div>\n</div> \n\t\t\t\t\t\n\t\t\n\t\t\n\t\t\n\n\t\t\t<p class=\"mgAiTitleTxt\"><a name=\"AI18234\"></a>5.</p>\n\t\t\t\t\n\t\t\t\t\t\n\t\t\t\t\t<p class=\"mgAiTitleTxt\">Street Environment Service DVD</p>\n<div class=\"mgWordPara\"><div class=\"Section1\">\n<p class=\"MsoNormal\">An opportunity to watch a short DVD aimed at\nsecondary school children to teach them about the impact of\nlitter.</p>\n</div>\n</div> \n<p class=\"mgSubItemTitleTxt\">Minutes:</p>\n<div class=\"mgWordPara\"><div class=\"Section1\">\n<p class=\"MsoNormal\">Iain Dunn introduced the Street Environment\nService DVD and made the following points:</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">\n5.1<span>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</span>\nThe Street Environment Service commissioned a group of local film\nmakers to produce a short film aimed at children of secondary\nschool age to educate them about the impact of dropping\nlitter.<span>&nbsp;</span> Other methods\nof getting the message across have not worked so this is a new\napproach.<span>&nbsp;</span> The DVD will\nbe distributed to all secondary schools in York.<span>&nbsp;</span></p>\n<p class=\"MsoNormal\">\n5.2<span>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</span>\nThe title of the DVD is &lsquo;Don&rsquo;t be a Minger&rsquo; and\ncarries the message that dropping litter makes you\nunattractive.<span>&nbsp;</span></p>\n<p class=\"MsoNormal\">\n5.3<span>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</span>\nThe Street Environment Team are carrying out regular patrols in the\nward and the city centre.<span>&nbsp;</span> Recently, during a two hour stint\nin the city centre, eight fixed penalty notices were issued to\npeople for dropping litter, which includes cigarette\nbutts.<span>&nbsp;</span></p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">The DVD was shown to the\nresidents.<span>&nbsp;</span> No\nquestions were raised.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p <span>&nbsp;</span>Please could we have regular\nlitter pickers in this area.</p>\n<p class=\"MsoNormal\">Response was given that this may be something\nCommunity Payback Team can help with.<span>&nbsp;</span> The team will look into this.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">2)<span>&nbsp;</span> A vast amount of litter in\nWigginton comes from people throwing takeaway rubbish out of their\ncars.<span>&nbsp;</span> Can the\ntakeaways be asked to contribute money to clear up the litter.</p>\n<p class=\"MsoNormal\">Response was given that the team would look\ninto this.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">3)<span>&nbsp;</span> The number 1 bus regularly stands\nat the bus stop on Mill Lane for up to 10 minutes causing a\ndisruption to the flow of traffic.<span>&nbsp;</span> Is there a more suitable location\nfor the bus to wait such as the lay-by near the duck pond?</p>\n<p class=\"MsoNormal\">Response was given that the police do not like\nthe use of lay-bys as bus stops as accidents can be caused when\nbuses pull out.<span>&nbsp;</span> Mill\nLane is currently the most suitable location for the bus gave a\nreport on Community Safety issues and initiatives in the ward over\nthe past months.<span style=\"mso-spacerun: yes\">&nbsp;</span> The\nfollowing points were noted:</p>\n<p Roman\\\"\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</span>\nCrime has reduced in the ward as compared to this time last\nyear.<span style=\"mso-spacerun: yes\">&nbsp;</span> The team have\nbeen doing a lot of plain clothes work and also the recent bad\nweather has contributed to this. <span style=\"mso-spacerun: yes\">&nbsp;</span>The team have been taking the\nmobile police office out into the ward when they are on a night\nshift. <span style=\"mso-spacerun: yes\">&nbsp;</span></p>\n<p class=\"MsoNormal\" style=\"margin-left:25.5pt;text-indent:-25.5pt;mso-list:l0 level2 lfo1; tab-stops:list 25.5pt\">\n3.2<span style=\"font:7.0pt \\\"Times New Roman\\\"\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</span>\nThe team are still promoting the &lsquo;Light up, lock up&rsquo;\ncampaign and free light bulbs and timers are available to residents\nif they get in touch with the team. <span style=\"mso-spacerun: yes\">&nbsp;</span>Operation Spoke is also underway\nwhich is a campaign to deter cycle theft.<span style=\"mso-spacerun: yes\">&nbsp;</span> The team mark residents&rsquo;\nbikes with a unique reference number using a permanent ultra violet\npen and their personal details are recorded alongside the reference\nnumber on a property database.<span style=\"mso-spacerun: yes\">&nbsp;</span> If a bike is stolen and recovered\nby the police it will be possible to identify who it belongs\nto.<span style=\"mso-spacerun: yes\">&nbsp;</span> Residents should\ncontact the team on 0845 6060247 to arrange an appointment.</p>\n<p class=\"MsoNormal\" style=\"margin-left:25.5pt;text-indent:-25.5pt;mso-list:l0 level2 lfo1; tab-stops:list 25.5pt\">\n3.3<span style=\"font:7.0pt \\\"Times New Roman\\\"\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</span>\nThe team have done 6 hours of speeding enforcement work in\nJanuary.<span style=\"mso-spacerun: yes\">&nbsp;</span> Residents\nwere asked to continue to fill in 95 alive forms to report\nspeeding.</p>\n<p class=\"MsoNormal\" style=\"margin-left:25.5pt;text-indent:-25.5pt;mso-list:l0 level2 lfo1; tab-stops:list 25.5pt\">\n3.4<span style=\"font:7.0pt \\\"Times New Roman\\\"\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</span>\nThe team hold regular police surgeries and these are advertised\nacross the ward.<span style=\"mso-spacerun: yes\">&nbsp;</span> The\nteam are also using the social networking site\n&lsquo;Twitter&rsquo; which they are updating regularly with their\nactivities.<span style=\"mso-spacerun: yes\">&nbsp;</span> Residents\ncan follow them by logging on to Twitter and view the team profile\nat NYPHaxbySNT.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">The following questions and comments were\nnoted:</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">a) <span style=\"mso-spacerun: yes\">&nbsp;</span>Can 95 alive forms be done\nonline?</p>\n<p class=\"MsoNormal\">Response was given that no not currently but\nthis is something the team will look into.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">b)<span style=\"mso-spacerun: yes\">&nbsp;</span> Why has crime reduced across the\nward?</p>\n<p class=\"MsoNormal\">Response was given that the team have been\ndoing a lot of plain clothes work. <span style=\"mso-spacerun: yes\">&nbsp;</span>Also it is a big team now so they\nare more visible with more people on the ground.<span style=\"mso-spacerun: yes\">&nbsp;</span> Crime is down all over York due\nto the bad weather.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">c) <span style=\"mso-spacerun: yes\">&nbsp;</span>At the last meeting Inspector Dey\ncommented that 9% or road traffic accidents in this area are due to\nspeeding.<span style=\"mso-spacerun: yes\">&nbsp;</span> What are the\nteam doing about the other 91%?</p>\n<p class=\"MsoNormal\">Response was given that the team issued\ntickets to drivers if they are seen talking on a mobile phone or\nnot wearing a seatbelt. <span style=\"mso-spacerun: yes\">&nbsp;</span>PC Dobson advised the resident it\nwould be useful for them to speak to the Traffic Management Unit\nand took their contact details.<span style=\"mso-spacerun: yes\">&nbsp;</span></p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">d) Some cars travel so fast coming into Old\nOrchard that they actually mount peoples gardens. <span style=\"mso-spacerun: yes\">&nbsp;</span>It is the same people at the same\ntimes of day.<span style=\"mso-spacerun: yes\">&nbsp;</span></p>\n<p class=\"MsoNormal\">Response was given that this is on the teams\npatrol plan. <span style=\"mso-spacerun: yes\">&nbsp;</span>If we can\nprove there is an anti-social behaviour element linked to a vehicle\nwe can issue the driver with a Section 59. <span style=\"mso-spacerun: yes\">&nbsp;</span>Residents should ring 0845 6060247\nto log their complaints and fill in a 95 alive form. <span style=\"mso-spacerun: yes\">&nbsp;</span>The residents have to be prepared\nto stand up in court and give evidence. <span style=\"mso-spacerun: yes\">&nbsp;</span>Some cars are noisy, they may not\nbe travelling as fast as perceived.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">e) More speed limit signs are needed on\nlampposts on Mill Lane.</p>\n<p class=\"MsoNormal\">Response was given that these are not\nnecessary as the fact that there are lampposts tell you it a 30mph\nzone.<span style=\"mso-spacerun: yes\">&nbsp;</span> The team will\nlook further into class=\"MsoNormal\">Your ward councillors will present the\nprovisional ward local improvement scheme list for the coming\nfinancial year. <span style=\"mso-spacerun: yes\">&nbsp;</span></p>\n</div>\n</div> \n<p class=\"mgSubItemTitleTxt\">Minutes:</p>\n<div class=\"mgWordPara\"><div class=\"Section1\">\n<p class=\"MsoNormal\">Cllr Watson invited residents to comment on\nthe proposed list of ward committee schemes to be funded from the\n2010/11 budget.<span style=\"mso-spacerun: yes\">&nbsp;</span></p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">4.1<span style=\"mso-spacerun: yes\">&nbsp;</span> Although the budget for 2010/11\nhas not been finalised, the schemes list has been drawn up on the\nbasis that it will be a similar amount to the 2009/10 budget of\n&pound;39K.<span style=\"mso-spacerun: yes\">&nbsp;</span></p>\n<p class=\"MsoNormal\" style=\"margin-left:24.0pt;text-indent:-24.0pt;mso-list:l0 level2 lfo2; tab-stops:list 24.0pt\">\n4.2<span style=\"font:7.0pt \\\"Times New Roman\\\"\">&nbsp;&nbsp;&nbsp;&nbsp;</span> It\nis a possibility that some of the schemes may not go ahead as the\nyear pans out which will leave money for other things in the\nward.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">The following questions and comments were\nnoted:</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">a)<span style=\"mso-spacerun: yes\">&nbsp;</span> The provision of salt bins in the\nward is much more important that some of the schemes on the\nlist.</p>\n<p class=\"MsoNormal\">Response was given that due to budget cuts,\nHighways removed a number of salt bins across the city, in\nparticular the ones that were not being used regularly.<span style=\"mso-spacerun: yes\">&nbsp;</span> This has become an issue recently\ndue to the spell of extraordinary bad weather. <span style=\"mso-spacerun: yes\">&nbsp;</span>The ward committee do fund\nadditional salt bins in the ward and welcome suggestions for\nlocations.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">b)<span style=\"mso-spacerun: yes\">&nbsp;</span> &pound;6000 has been awarded to\nscheme 12 (Grant to Haxby Town Council for an artificial surface\neither side of the multi games area on Ethel Ward playing field)\nwhen through error it was advertised on the ballot as\n&pound;500.<span style=\"mso-spacerun: yes\">&nbsp;</span> Has the\namount awarded to scheme 19 (Grant to Wigginton Parochial Church\nCouncil for replace a rotten door) been reduced to account for that\nerror?</p>\n<p class=\"MsoNormal\">Response was given that no this is not the\ncase, the ward committee ensure that there is an equal split of\nfunding between Haxby and Wigginton.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">c)<span style=\"mso-spacerun: yes\">&nbsp;</span> &pound;7500 has been awarded to\nHaxby and Wigginton Youth and Community Association\n(H&amp;WYCA).<span style=\"mso-spacerun: yes\">&nbsp;</span> Haxby\nTown Council have also awarded them &pound;6000, how much has\nWigginton Parish Council given them?</p>\n<p class=\"MsoNormal\">Response was given that Wigginton Parish\nCouncil has awarded &pound;1000.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">d) Is there any record of H&amp;WYCA&rsquo;s\naccounts?</p>\n<p class=\"MsoNormal\">Response was given that the accounts are\navailable at Oaken Grove Community Centre.</p>\n</div>\n</div> Roman\\\"\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</span>\nThe Street Environment Service commissioned a group of local film\nmakers to produce a short film aimed at children of secondary\nschool age to educate them about the impact of dropping\nlitter.<span style=\"mso-spacerun: yes\">&nbsp;</span> Other methods\nof getting the message across have not worked so this is a new\napproach.<span style=\"mso-spacerun: yes\">&nbsp;</span> The DVD will\nbe distributed to all secondary schools in York.<span style=\"mso-spacerun: yes\">&nbsp;</span></p>\n<p class=\"MsoNormal\" location\nfor the bus to wait such as the lay-by near the duck pond?</p>\n<p class=\"MsoNormal\">Response was given that the police do not like\nthe use of lay-bys as bus stops as accidents can be
