\nThe Executive considered a\nreport from Councillor Mrs Tricia Turner, Chairman of the Executive\nand Leader of the Council setting out proposed changes to the Local\nArea Agreement (LAA).
\n
\n

The Executive was advised that the\nCouncil, as the Accountable Body for the Local Area Agreement, had\na statutory duty to refresh the LAA annually. The refresh followed\na light touch review of the existing LAA conducted by the\nGovernment Office for the East of England (GO-East), following\nclosely on from the Comprehensive Area Assessment. It was noted\nthat the review report being produced by GO-East would be available\nin early February 2010.
\n
\n
\nMembers were informed that\nthe LAA was entering the final year of its three year duration and\nthe scope to alter the existing agreement this time round was\nrelatively limited. As a result of negotiation, an amendment to two\nindicators that were frozen in 2009 due to the effects of the\neconomic recession were proposed in respect of NI 152 Working\nage people on out of work benefits and NI 154 Net additional\nhomes provided. It\nwas noted that GO-EAST had confirmed that the proposed amendments\nwere acceptable and that following approval by the full Council on\n25 February 2010 the refreshed LAA document would be submitted to\nGO-East by the 12 March 2010 for formal sign-off by the Secretary\nof State.
\n
\n
Reason for decisions: Central\nBedfordshire Council is the Accountable Body for the Local Area\nAgreement. The refreshed LAA therefore needs to go to full Council\non the 25 February 2010, enabling it to then be submitted to the\nGovernment Office for the East of England (GO-East) on the 12\nMarch. GO-East will then on the 17 March 2010 send it to the\nSecretary of State for formal sign off.

Prior to\nconsideration of the report, and in accordance with the\nCouncil’s Scheme of Public Participation, the Executive\nreceived a statement from Mr Andrew Hicks, a member of the\nClophill Parish Action Sub-Committee\nurging the Executive to include the £75K for the Old Church\n(St Mary’s) Clophill in the\n2010/11 Capital Programme to assist with building a lodge for a\nresident warden. The Executive was advised that the building works\nwere part of a much wider project with EEDA and the development of\nthe Greensand Ridge Walk. Mr Hicks explained that the money\nfrom the Council would enable further funding to be raised,\nincluding from English Heritage. The local Members contributed\ntheir perspectives on the project
\n
\n
The Executive then\nconsidered the report from Councillor Maurice Jones, Portfolio\nHolder for Resources setting out the proposed programme for 2010/11\nto 2014/15 including the associated funding\narrangements. Attention\nwas drawn to two minor corrections to the report and a report from\nthe Chairman of the Corporate Resources Overview and Scrutiny\nCommittee, containing the comments and observations from the\nOverview and Scrutiny Committee, that had been circulated with the\nChairman’s Briefing Note.
\n
\n

Introducing the report, the Portfolio Holder\nexplained that the provisional 2010/11 programme agreed in February\n2009, plus the additional slippage from the legacy authorities had\ncreated serious financial challenges for the Council over the next\nthree years and had raised expectations about the overall size of\nthe programme. The proposed Capital Programme 2010/11 had therefore\nbeen comprehensively reviewed and prioritised against agreed\ncriteria, and proposals for an affordable and sustainable programme\nwere put forward for the approval of Council. It was noted that\nthere had also been a change in approach with no slippage assumed\nto balance the programme.

\n
The Portfolio Holder for Corporate Resources\nthen tabled revised recommendations as follows:-

It was noted that a revised AMP\nhad been circulated with the Chairman’s Briefing Note that\nreplaced the version circulated with the main agenda.

The Portfolio Holder advised Members\nthat the Council’s property assets would play a key role in\nsupporting and enabling the delivery of improved public services.\nThe AMP took into account the Council’s Medium Term Property\nStrategy 2009/12 and provided a framework for the use of the\nCouncil’s assets in the most efficient, effective and\neconomic way possible. In response to a question about allotments\non land at Beeston, Councillor Jones explained that the AMP would\nenable the Council to consider whether the land was potentially\nclassed as surplus and whether it could be released for that\npurpose.

The Executive considered a report from\nCouncillor Mrs Hegley, Portfolio Holder\nfor Adult Social Care and Health proposing a response to the\nnational “Putting People First” concordat and local\ntransformation plans which would improve performance, be\nfinancially sustainable and result in better outcomes for local\npeople.
\n
\n
The Portfolio Holder explained that Putting\nPeople First was launched by the Government in December 2007 which\nset the direction for adult social care over the next ten years.\nThe changes would be a key element of the Council’s\ntransformation programme and would be developed in partnership with\nNHS Bedfordshire; especially the personal health budget\ninitiatives. ‘Transforming People’s Lives’, the\nname of the programme for Central Bedfordshire, would give people\nmore choice and control over how care and support was provided. The\nproposals included earlier involvement with customers through\npreventative services rather than waiting until critical\nintervention was needed.
\n
\n
A short DVD was played to the Executive\nwhich showed real life experiences of how the personalisation\napproach to care and support actually transformed people’s\nlives.
\n
\n
Members, in supporting the enabling proposals\nthat would improve the quality of life for local people, noted that\nas the strategy developed, further reports would be brought back to\nthe Executive, including details of the\nfinancial implications of the approach. In terms of the proposed\ngovernance arrangements, the Portfolio Holder agreed to look at the\nscope for strengthening the Overview and Scrutiny role as the\nstrategy moved forward.

The Portfolio Holder advised the Executive\nthat the Council, as the licensing authority, was required under\nthe Gambling Act 2005 to adopt a ‘Statement of\nPrinciples’ policy every three years in line with statutory\ndates. Due to the\ntransition to a Unitary Authority, the Council was required to\nensure the policy was in place by the 1 April 2010.

\nThe report advised that the policy must promote the three licensing\nobjectives:
\n
\n\n· \nPreventing gambling from being a source of crime, being associated\nwith crime or disorder or being used to support crime.
\n
\n\n· \nEnsuring that gambling was conducted in a fair and open way.
\n

\n\n· \nProtecting children and other vulnerable persons from being harmed\nor exploited by gambling.
\n
\n
The Executive noted that the draft policy had\nbeen endorsed by the Licensing Committee on 13 January 2010. It was\nalso noted that two responses had been received to the consultation\nwhich supported the policy.

It was noted\nthat the review report being produced by GO-East would be available\nin early February 2010. \n \n \nMembers were informed that\nthe LAA was entering the final year of its three year duration and\nthe scope to alter the existing agreement this time round was\nrelatively limited. As a result of negotiation, an amendment to two\nindicators that were frozen in 2009 due to the effects of the\neconomic recession were proposed in respect of NI 152 Working\nage people on out of work benefits and NI 154 Net additional\nhomes provided. It\nwas noted that GO-EAST had confirmed that the proposed amendments\nwere acceptable and that following approval by the full Council on\n25 February 2010 the refreshed LAA document would be submitted to\nGO-East by the 12 March 2010 for formal sign-off by the Secretary\nof State. \n \n Reason for decisions: Central\nBedfordshire Council is the Accountable Body for the Local Area\nAgreement. The Executive was advised that the building works\nwere part of a much wider project with EEDA and the development of\nthe Greensand Ridge Walk. Mr Hicks explained that the money\nfrom the Council would enable further funding to be raised,\nincluding from English Heritage. The local Members contributed\ntheir perspectives on the project \n \n The Executive then\nconsidered the report from Councillor Maurice Jones, Portfolio\nHolder for Resources setting out the proposed programme for 2010/11\nto 2014/15 including the associated funding\narrangements. Attention\nwas drawn to two minor corrections to the report and a report from\nthe Chairman of the Corporate Resources Overview and Scrutiny\nCommittee, containing the comments and observations from the\nOverview and Scrutiny Committee, that had been circulated with the\nChairman’s Briefing Note. \n \n \n(Note: A copy of the report had been circulated with the Executive\nagenda to all Councillors.) \n \n Introducing the report, the Portfolio Holder\nexplained that the provisional 2010/11 programme agreed in February\n2009, plus the additional slippage from the legacy authorities had\ncreated serious financial challenges for the Council over the next\nthree years and had raised expectations about the overall size of\nthe programme. The proposed Capital Programme 2010/11 had therefore\nbeen comprehensively reviewed and prioritised against agreed\ncriteria, and proposals for an affordable and sustainable programme\nwere put forward for the approval of Council. The\nproposals included earlier involvement with customers through\npreventative services rather than waiting until critical\nintervention was needed. \n \n A short DVD was played to the Executive\nwhich showed real life experiences of how the personalisation\napproach to care and support actually transformed people’s\nlives. \n \n Members, in supporting the enabling proposals\nthat would improve the quality of life for local people, noted that\nas the strategy developed, further reports would be brought back to\nthe Executive, including details of the\nfinancial implications of the approach. Due to the\ntransition to a Unitary Authority, the Council was required to\nensure the policy was in place by the 1 April 2010. \n \n \nThe report advised that the policy must promote the three licensing\nobjectives: \n \n\n· \nPreventing gambling from being a source of crime, being associated\nwith crime or disorder or being used to support crime. \n \n\n· \nEnsuring that gambling was conducted in a fair and open way. \n \n \n \n\n· \nProtecting children and other vulnerable persons from being harmed\nor exploited by gambling. \n \n The Executive noted that the draft policy had\nbeen endorsed by the Licensing Committee on 13 January 2010.
