The\nMayor announces with sadness the passing of former Mayor and Councillor, Harold Lockwood. Mr Lockwood was first elected in\n1962 and served as the Mayor of Lambeth for the municipal year\n1967-68. He retired\nfrom the Council in 1968.
\n\n
Mr Lockwood died on 18 August 2009 as the result of\ninjuries sustained in a road traffic accident. His funeral service was held on\nWednesday 2 September 2009,\nand the Council was represented by the Mayor.

The Mayor\nannounced that Mr Anthony Speed was retiring as Deputy Lieutenant\nof Lambeth and on behalf of the Council he was thanked for his\nservices he provided including deputising for the Mayor at a number\nof citizenship ceremonies at the Town Hall. The Mayor also welcomed the new\nDeputy Lieutenant, Ms Rosi Prescott who\nwas the first female Chief Executive of the Central\nYMCA.

The Mayor announced that the former Mayor and Councillor\nHarold Lockwood had died. Council and members of the audience stood in\nsilent tribute.

To urge the London Borough of Lambeth\nto take a lead role in co-ordinating\nimprovements to the Gipsy Hill/Westow\nStreet crossing, with provision for pedestrian phasing.
\n\n
Leader\nof deputation: Eileen Digby-Rogers.
\n\n
In her presentation, Ms Digby-Rogers expressed her concerns about the\nproblems and dangers faced by pedestrians, particularly the elderly\nand people with children, trying to cross Gipsy Hill. She highlighted the need to work\ntogether to avoid any further injuries.
\n\n
Councillor Nigel Hasleden, Deputy\nCabinet Member for Sustainability, thanked the deputation and said\nhe was aware of the issue and was working with Transport for London\nto improve the situation. He would continue to engage with\nlocal councilors and encourage officers to enforce regulations to\nmake sure road users complied.
\n\n
The Mayor thanked the\ndeputation for attending the meeting.

\nCouncillor\nFlorence Nosegbe, Deputy Cabinet Member for Communities and Young\nPeople, opened the debate, outlining the work she had undertaken\nwith the young people. \nSince 2006 investment had been made in youth services, and\ncolleagues in Cabinet were committed to making sure that these\nservices continue to be protected. Lastly, she thanked all\ncouncillors who supported the Youth Mayor and Lambeth Youth Council\nin their work.

Council\nnotes that the Regulatory Reform (Fire Safety) Regulations came\ninto effect in October 2006 requiring councils and others\nto:
\n
\n
Council\nbelieves that tenants and residents should enjoy the best security\nagainst the risk of loss of life, wellbeing and property through\nfire.
\n\n
However,\nthis council is seriously concerned that despite repeated\nrequests, the BBC will not share its full report with the\nCouncil.
\n\n
Council\nnotes that at the Council\nmeeting on Wednesday 8 July Councillor Lib Peck, Cabinet Member for\nHousing and Regeneration, outlined the action the Council would be\ntaking as a result of the fire in Lakanal House in Southwark of\nthis event, which included: writing to all residents offering\nadvice and reassurance; conducting an emergency risk assessment of\nall similar council blocks; and working in partnership with both\nLambeth Living and United Residents Housing to speed up the\ntimetable for risk assessments.
\n\n
Council\nalso notes that Lambeth\nLiving has a Fire Risk Assessment Plan in place and that this Plan\nwas approved in early July 2009 by the London Fire\nBrigade.
\n\n
In\nparticular Council notes that following the fire in Southwark, Lambeth\nLiving’s Fire Risk Assessment Plan was reviewed at the\nrequest of Lambeth Council and in consultation with the London Fire\nBrigade.
\n\n

\n\n\n(3) \nThat the\nAppointments Committee and Overview & Scrutiny Committee be\ninvited to confirm the sizes of their sub-committees and the\nrevised allocation of seats between political groups on those\nsub-committees as set out in table 3 of the report, and to make\nthe changes in allocation of seats on these Sub-Committees as\nnotified by the Liberal Democrat and Conservative Group\nWhips.
