The Working Group’s report contained ten recommendations, which were endorsed at the Adult Social Services and Housing Scrutiny Committee at its meeting on 26th March 2009.   The Working Group was set up in order to examine how the Disabled Facilities Grant was working in Redbridge. Members wished to understand the process for the allocation of the Disabled Facilities Grant and to assess its transparency, fairness and user friendliness as well as examining the capacity for continuing to improve the service. The scrutiny focused on access to services, quality of facilities and value for money. The recommendations were evidence-based, resulting from contributions from a wide range of interested parties. There was good co-operation from local National Health Service partners and the findings would inform the joint Redbridge CAMHS strategy 2009 -2012. The Working Group’s report contained seventeen recommendations addressed to the partnership bodies involved in commissioning or providing CAMHS locally. The Children’s Services Scrutiny Committee approved these recommendations on 2 March 2009 for presentation to the Cabinet and to the Boards of the North East London Foundation Trust and NHS Redbridge. Seven recommendations (numbers 2,3,5,7,11,14,15) apply to Redbridge Children’s Trust and a further two recommendations (6,16) apply to other parts of Redbridge Children’s Services. Recommendation 17 asks the CAMHS Partnership Board to identify a lead manager to be responsible for implementing each recommendation. It was considered that this would formalise the relationship between the judiciary and local authorities and establish a means of communication that would promote the role of Judges to make Redbridge safe and secure and contribute to building strong and proud local communities. The appointee to the role of Honorary Recorder must be a serving Circuit Judge or Recorder and it was proposed that Judge Radford be appointed to the position. The programme of audit work would ensure that the Chief Auditor was in a position to provide an opinion / assurance regarding the adequacy of the Council’s control environment in relation to both new and existing systems as well as input to its Annual Governance Statement.   Resolved:  That we (i) agree the updated Audit Charter as set out in Appendix 1 to the report;  and   (ii) agree the internal audit strategy and the overall shape of the 2009 / 10 Audit Plan as set out in Appendix A to the report. </div> </div> </td> </tr> <tr> <td class="mgItemNumberCell"><a name="AI33778"></a>13.</td> <td> <a href="mgConvert2PDF.asp?ID=37933" title="Link to document 'Contingency Provision within the Primary School Sector (CAB/13/280409)' pdf file" class="mgAiTitleLnk">Contingency Provision within the Primary School Sector (CAB/13/280409)</a> <img src="mgimages/logo-pdf-1.gif" height="10" alt="pdf icon" width="10" /> PDF 42 KB Minutes:<div class="mgWordPara"><div class="Section1"> Cabinet on the 2nd December 2008 considered a report into the provision of additional primary school places. Cabinet agreed that officers should establish additional reception places as a contingency for September 2009 for up to four forms of entry (4FE) of reception places in the primary sector.  This will create 120 reception places as a temporary one year expansion for September 2009. Officers had held discussions with a number of schools about a temporary increase to their Admission Numbers from September 2009 in order to provide these additional reception places. A submission has been made to the Office of the Schools Adjudicator (OSA) whose consent to changes in admission numbers was required. The following schools would temporarily increase their admission number as set out below: School               Temporary Increase Christchurch Primary 26 Fulwood Primary 15 Downshall Primary 26 Farnham Green Primary 26 Total additional reception places in 2009   93 Officers obtained legal advice around the process for temporary expansion of schools. This advice concluded that in opening contingency classes or emergency classes, expansions of up to 26 additional places did not make the expansions “prescribed alterations” under the legislation avoiding the need for a more lengthy statutory consultation process. In the light of the increasing number of applications for reception places, officers were continuing discussions with other schools. In addition Manford Primary had opened  an additional class of 30 Year 1 places in March 2009 which would provide extra places for children in Year 2 in September 2009. In order to achieve these temporary expansions certain capital works were needed. The report sought authority to release the funds necessary to undertake this work.   Resolved:  That we (i) agree to the release of the £471,000 capital funding (CS411) to support the creation of reception places within the primary school sector in accordance with Standing Order 125.1;   (ii) authorise the Chief Property Officer, in consultation with the Cabinet Member for Children’s Services, to undertake the works necessary to create the new contingency forms of entry; and (iii) to note that the Director of Children’s Services is seeking to establish further contingency reception places using her delegated authority under sections 13 and 14 of the Education Act 1996.  These decisions will be taken in consultation with the Cabinet Member for Children's Services. </div> </div> </td> </tr> <tr> <td class="mgItemNumberCell"><a name="AI33900"></a>14.</td> <td> <a href="mgConvert2PDF.asp?ID=37934" title="Link to document 'Pre-Statutory Consultation on Expansion of Primary School Provision (CAB/14/280409)' pdf file" class="mgAiTitleLnk">Pre-Statutory Consultation on Expansion of Primary School Provision (CAB/14/280409)</a> <img src="mgimages/logo-pdf-1.gif" height="10" alt="pdf icon" width="10" /> PDF 65 KB Minutes:<div class="mgWordPara"><div class="Section1"> On the 2nd December 2008 Cabinet considered a report into the provision of additional primary school places and agreed in principle to create an additional eight forms of entry for September 2011. In order to progress this, Cabinet agreed that officers should undertake pre-statutory consultation on the establishment of these eight additional forms of entry for September 2011 and should report back with proposals. The report contained the proposals for the pre-statutory consultations required to create these additional primary school places both through school expansions and by opening a new school.  It also described the next steps in the processes of creating more primary place capacity. Council on the 15th January 2009 passed the following substantive motion: In view of the Cabinet’s decision to close the Chadwell Centre a feasibility study of an alternative use for this building for primary school purposes should be undertaken. Despite the opening of two new primary schools in the south of the borough, Chadwell is suffering from a chronic shortage of primary school places. Chadwell Ward has undergone a dramatic increase in the number of households due to new developments over the last 10 years. These developments have often attracted section 106 funding related to additional school places. We believe that this potentially vacant building at a location on the boundary between two existing school catchment areas could go a long way to assisting to deal with this urgent need in a very cost effective and timely manner. We request, therefore, that the Cabinet undertake a feasibility study in the use of the Chadwell Centre for primary school purposes. The feasibility study should be extended to include other suitable council buildings in Ilford South in order to identify the site and recommend a solution that best meets the needs of all the children in Ilford South close to where they live. The report provided Members with the outcome of the feasibility study undertaken in accordance with the motion passed at Council on the 15th January 2009.   The report also informed Members of progress in reviewing Council buildings in Ilford South.   As part of the proposals to create additional primary places for 2011, the report sought authority to negotiate the acquisition of the Ilford Jewish Primary School building and site and to undertake a competition for the establishment of a new school in these buildings in accordance with Section 7 of Education and Inspections Act 2006 and The School Organisation (Establishment and Discontinuance) (England) Regulations 2007 (SI: 2007 No 1288) (as amended) and outlines the competition process.   The report also sought authority to release the capital funding agreed as part of the Council’s budget on the 5th March 2009 (CS402) to fund the feasibility studies for the expansions and developments required to create the additional places, in accordance with Standing Order 125.1.   Resolved:  That we (i) note the outcome of the feasibility study into the use of the Chadwell Centre as a Primary School;   (ii) note that Officers are still reviewing Council buildings in Ilford South for their potential as primary schools and that the Chief Property Officer will present a report to Cabinet when this work is complete;   (iii) note that Officers in Children’s Services will undertake pre-statutory consultation for the permanent expansion of the following schools at reception from September 2011: Christchurch Primary School (Wellesley Road, Ilford, IG1 4lQ) from three forms of entry to four forms of entry; Farnham Green Primary School (Royal Close, Seven Kings, IG3 8UY) from two forms of entry to three forms of entry; Downshall Primary School (Meads Lane, Seven Kings, IG3 8UG) from two forms of entry to three forms of entry; Fulwood Primary School (21-24 Burford Close, Barkingside IG6 1ER) from one and a half forms of entry to two forms of entry;   (iv) agree to release the capital funding to undertake the feasibility studies at the schools undertaking the pre-statutory consultation in accordance with Standing Order 125.1;   (v) authorise the Chief Property Officer, in consultation with the Cabinet Member for Children’s Services and the Director of Children’s Services, to undertake the feasibility studies at the schools undertaking pre-statutory consultation for potential permanent expansion;   (vi) authorise the Chief Property Officer, in consultation with the Cabinet Member for Children’s Services and the Director of Children’s Services, to negotiate with the owners of the Ilford Jewish Primary School site to acquire the site;   (vii) authorise the Director Of Children’s Services to undertake the competition process for a new school in the current Ilford Jewish Primary School building as defined in Section 7 of Education and Inspections Act 2006 and The School Organisation (Establishment and Discontinuance) (England) Regulations 2007 (SI: 2007 No 1288) (as amended); and   (viii) agree that the authority seek the consent of the Secretary of State to publish proposals for the establishment of a new maintained school and that the Director of Children’s Services should submit a bid in the competition for a new community primary school based on the Ilford Jewish Primary School site.   (Councillor Scott spoke on this item)   (Resolution (i) had been requisitioned for determination by the Council) </div> </div> </td> </tr> <tr> <td class="mgItemNumberCell"><a name="AI34330"></a>15.</td> <td> <a href="mgConvert2PDF.asp?ID=37971" title="Link to document 'Feasibility Study for the replacement of the Newbridge Special School (Loxford Lane Campus) (CAB/15/280409)' pdf file" class="mgAiTitleLnk">Feasibility Study for the replacement of the Newbridge Special School (Loxford Lane Campus) (CAB/15/280409)</a> <img src="mgimages/logo-pdf-1.gif" height="10" alt="pdf icon" width="10" /> PDF 47 KB Minutes:<div class="mgWordPara"><div class="Section1"> At its meeting of the 2nd December 2008 the Cabinet decided to close the Chadwell Centre and to make alternative provision for the service users that is more in line with current best practice. Officers had reviewed the suitability of the Chadwell Centre site as a primary school. Their conclusion contained in a report elsewhere on the agenda, was that the Chadwell Centre was not suitable as a Primary School As part of the reorganisation of special schools in the Borough, Cabinet agreed to amalgamate the Ethel Davis and Hyleford schools in October 2004. This created a new single school called Newbridge special school on two campuses, one at Barley Lane and one on Loxford Lane. The October 2004 report detailed the need to remodel and extend buildings on both campuses. In March 2004, Council agreed a capital programme that included funding for works to facilitate the special educational needs (SEN) reorganisation including the amalgamation of Ethel Davis and Hyleford Schools into the Newbridge Special School. Cabinet in June 2005 approved a scheme and estimate for the remodelling and extension of the Barley Lane Campus (formerly the Ethel Davis School) which was now the Newbridge School. Council in March 2006 agreed a capital programme that included funding for the extension and remodelling of the Loxford Lane Campus.  Although it was known that there had been structural problems with the Newbridge Loxford Lane campus in the past, the full extent of these problems and their impact on the cost and viability of remodelling the school were not known until the conclusion of the feasibility study in December 2006. The feasibility study concluded that the best and most economic option was to rebuild the majority of the school. The Department for Children, Schools and Families (DCSF) had allocated a grant called targeted capital fund (TCF) for SEN and/or 14-19 works in 2009/10 and 2010/11. The Councils’ budget set on March 5th 2009 allocated £250,000 for the re-provision of Newbridge Loxford Lane Campus. It was proposed to allocate £250,000 of this funding to undertake a feasibility study into relocating the Newbridge Special School (Loxford Lane campus)  and to progress the procurement if found to be feasible. Child poverty mattered because children who live in poverty may lack many of the opportunities and experiences of their peers and can suffer hardship, deprivation and inclusion.  Poor children tended to have lower educational attainment and low skills and productivity would stunt economic growth, limiting the UK’s ability to compete in the global economy.  Poorer outcomes for children and families place extra burdens and costs from public services such as Healthcare and Children Services. Children were classified in living in poverty when their family income was below 60% of the contemporary medium income equivalised by household type.  Child poverty was a serious problem in London with over 31% of children living in relative poverty on this definition. The Local Authority had a central role to play in the coordination and delivery of youth support policy. The Local Authority and its partners were making good progress to secure the most effective integrated support arrangements which improve outcomes for young people and provide the most effective value for money. In order to secure the most effective arrangements for the future, a Supporting Young People strategy had been developed which sets out local priorities and activity for the development of Integrated Youth Support Services in Redbridge. The final EOI was attached as appendix B to the report. The charity Absolute Return for Kids (ARK) were the sponsor for the Redbridge academy.   In March 2008 the Secretary of State informed the Council that the Redbridge academy project could move into the feasibility study stage.   The report provided Members with the outcome of the feasibility study into the provision of an academy school on the Cricklefields site. The Outline Business Case (OBC) that had been produced was available in the Members room.   The Council, ARK, Partnerships for Schools (PFS) and the Department for Children, Families and Schools (DCSF) jointly produced the OBC that was to be submitted. As such it had to be agreed by all parties and Cabinet was recommended to authorise submission of the OBC. The report also sets out the process for the procurement of the academy building if the OBC was successful.   The report provided an update on progress with a number of site issues that were integral to the delivery of a successful academy.  These included the relocation of the Frenford Club; the negotiations with Baron Rowallan over the covenants on the site; the relocation of the John Barker Centre (key stage 3 pupil referral unit); the potential acquisition of a building known as 470 High Road (to enable the proposed academy building to avoid some contaminated land); and on the reconfiguration of parts of the site to facilitate continued usage by site occupants who were not being relocated.   The report included information about the site constraints and the impact of these on the design proposal for the academy that was granted outline planning permission at Regulatory Committee on the 18th March 2009.   Resolved:  That we (i) agree to the Council (jointly with Absolute Return for Kids (ARK)) submitting the OBC to the PfS and the DCSF as set out in the papers subject to any final amendments that may be required and accordingly authorise the Director of Children’s Services in consultation with the Cabinet Member for Children’s Services to make any such amendments;   (ii) agree to release the capital funding within the Children’s Services capital programme of £2,600,000 (CS404);   (iii) authorise the Director of Children’s Services, in consultation with the Chief Property Services Officer, to enter into the Development Agreement with ARK as set out in section 3.1 (vi) of the report;   (viii) agree in principle to exercise compulsory purchase powers over the land and buildings at 470 High Road Ilford Essex pursuant to section 226(1) of the Town and Country Planning Act 1991 subject to a further report setting out the full case and reasons for the action to be taken;   (ix) authorise the Director of Children’s Services to direct the Governing Body of South Park Primary School to conclude an appropriate arrangement with ARK for the sponsor to share use of the Governing Body’s dedicated playing fields at Knox Field, South Park Drive, Ilford Essex for the period of the Academy’s operation or such lesser period as may be deemed appropriate;   (x) authorise the Director of Children’s Services to proceed to undertake the preliminary invitation to tender (PITT) stage of the academy build procurement and to select two contractors from the PITT stage to undertake the invitation to tender (ITT) stage and to authorise the waiver of Standing order 93.1 to allow the use of the DCSF Framework Agreement for the construction contract in this instance; Members of the then Social Services and Housing Scrutiny Committee, at their meeting on the 6th December 2004 received a report on Redbridge Windows Limited being placed in Administration from the then Engineering & Building Services Service Area.   The Committee was advised that Redbridge Windows Limited had debts with the Authority and that, although a substantial proportion of the debts could be offset, there would inevitably be need for a write-off once a number of outstanding issues had been identified and costed.  All of those issues had now been clarified and the resulting financial implications were set out at paragraph 7 of Appendix A of the report.  The majority of the debts related to services provided to the Housing Revenue Account.   Resolved:  That we approve the write-off of £35,589 as set out in paragraph 4.1 of the Officer report attached at Appendix A to the report from the provision for bad debt. </div> </div> </td> </tr> <tr> <td class="mgItemNumberCell"><a name="AI34530"></a>23.</td> <td> <a href="mgConvert2PDF.asp?ID=37950" title="Link to document 'Revised Proposals for Council House Rents (CAB/23/280409)' pdf file" class="mgAiTitleLnk">Revised Proposals for Council House Rents (CAB/23/280409)</a> <img src="mgimages/logo-pdf-1.gif" height="10" alt="pdf icon" width="10" /> PDF 41 KB Minutes:<div class="mgWordPara"><div class="Section1"> At the Budget Council meeting of the 5th March, it was agreed that Council House rents should be increased on average by 5.6% (£4.56 per week) for 2009/10 which was in line with Government Guidelines.  Subsequent to the Budget Council meeting, the Government has issued revised consultation proposals for the current financial year based on a revised (lower) average rent increase of 3.1%.  Consultation documents were received from the Government on the 26th March and the 7th April 2009.  It was anticipated that following the Government’s consultation period a final announcement to revise guideline rent increases and linked subsidy payments would be received in May.  It would then be advisable for tenants to be consulted on any revised rent proposals before a final recommendation on rents was approved.  It was hoped that a report on revised rent levels could be presented to the 30th June 2009 Cabinet meeting in order that tenants benefited from the lower rents as soon as possible.   In order to achieve that timescale, it would be necessary for the Chief Housing Officer to consult with tenants on the revised rent increase for 2009/10 as soon as the Government advised us of the details.   Resolved:  That we note that the Chief Housing Officer in consultation with the Cabinet Member for Housing and Health will consult with tenants on a revised rent increase for 2009/10 as soon as the Government provides final details. Ministerial approval to the proposal was received and the project subsequently moved into a feasibility stage that culminates in the presentation of the Council’s Outline Business Case (OBC) submission to DCSF.   A crucial part of the Academy project, as was the Major Leisure Project on the same site previously, was the relocation of the Frenford Clubs (FC) in order that the Cricklefields site could be built on. FC also had a facility at Oakfield, Barkingside and had long had the aspiration to be located on a single site for all their activities. This was part of the Council’s longer-term asset management plan.   If the Academy proposals are successful, FC would be required to move from the Cricklefields site by June 2010. It was proposed that FC relocate to part of the former Port of London Authority sports ground (PLA). The PLA was ideally suited for the type of activities currently provided across the two FC sites and was geographically well located to combine both of the clubs two locations. The designation of land was also appropriate and would provide top quality sports pitches and met the Council’s published aspirations for the PLA site.   The Cabinet agreed on December 2nd, 2008 that, subject to FC entering into a building agreement and agreement for the lease in respect of part of the PLA site, that the Council would construct a Pavilion and associated works and at the conclusion of these works would grant a lease to the Frenford Club in exchange for the surrender of its leasehold interests in respect of the Cricklefields and Oakfield sites.   It was now proposed that the principal terms of the overarching agreement with FC (“the Development Agreement”) should possibly be varied in two respects. Firstly the length of the proposed Lease of part of PLA site would be extended from 99 to 125 years. Secondly the Council would agree to novate to the Trustees its rights and obligations under the terms of a transfer of control agreement between the Governing Body of Cranbrook Primary School and the Council’s Leisure Service to allow the Trustees to share the use of the school’s playing fields at stipulated times.    The construction cost and all associated project costs of the new FC facility and the Clubs relocation were the subject of a capital bid submitted for inclusion in the 2009/10 – 2013/14 Capital programme and approved by Council on March 5th, 2009.   Resolved:  That we (i) amend the earlier delegations in relation to the Development Agreement as follows:   (a)    Delegate to the Chief Culture, Sport and Community Learning Officer, the    Chief Planning and Resources Officer, and the Chief Property Services Officer in consultation with the Cabinet Member for Children’s Services and the Cabinet Member for Leisure Culture and the Olympics, the authority to finalise the terms of a Development Agreement with the FC covering the following matters:             -  agreements by the FC to surrender  their current leasehold interests in respect of the Cricklefields and Oakfield sites at agreed times;             -  agreement by the Council to grant the FC  in exchange for their surrendered interests a 125 year lease of that part of the  PLA site owned by the Council having first  carried out both the ancillary works referred to in Recommendation 3.2 and, to an agreed specification, the previously noted Pavilion and associated works  (together “the Works”);             -  agreement by the Council to novate to the FC its rights and obligations in  respect of the Works;-             -  agreement by the Council to novate to the FC its rights and obligations under a transfer of control agreement (“the TOCA”) to be entered into between the Governing Body of Cranbrook Primary School and the Council in respect of shared use of the Cranbrook Primary School Playing Fields.    (ii) approve Capital Expenditure of £6.0 million from within the 2009/10 - 2013/14 Capital Programme, in accordance with Standing Order 125, for the relocation scheme for Frenford Clubs in accordance with the finalised terms of the Development Agreement referred to in (i)(a)above;   (iii) subject to the finalisation of terms set out in Recommendation (i)(a)above, to authorise the Chief Culture, Sport & Community Learning Officer, to procure the two stage Design and Build development of a new sports pavilion for Frenford Clubs via the IECE (SECE) framework, in consultation with the Chief Property Services Officer;   (iv) delegate to the Chief Culture, Sport & Community Learning Officer, to procure all ancillary works to the PLA site including the construction of cricket wickets, refurbishment of the grounds compound, groundsman’s accommodation and all other associated project costs as outlined in 2.11 of the main body of the report and in line with Council Standing Orders;   (v) to authorise the Director of Children’s Services to exercise powers of direction as necessary under section 40 of and schedule 13 to the Schools Standards and Framework Act 1998 in respect of the terms of the Transfer of Control Agreement (TOCA) to be entered into between the Governing Body of Cranbrook Primary School and the Council and the terms of the novation of the Council’s rights and obligations under the TOCA to the FC;   (vi) to give delegated authority to the Chief Culture, Sport & Community Learning Officer, in consultation with the Chief Property Services Officer, to negotiate a 125-year lease; and   (vii) receive a further report on any additional matters which may arise in the final negotiations with the Trustees which are not within the terms of the relevant      officer delegations to agree. </div> </div> </td> </tr> <tr> <td class="mgItemNumberCell"><a name="AI33989"></a>25.</td> <td> <a href="mgConvert2PDF.asp?ID=37951" title="Link to document 'Fairlop Waters (CAB/25/280409)' pdf file" class="mgAiTitleLnk">Fairlop Waters (CAB/25/280409)</a> <img src="mgimages/logo-pdf-1.gif" height="10" alt="pdf icon" width="10" /> PDF 57 KB Minutes:<div class="mgWordPara"><div class="Section1"> In December 2007, the Council was awarded Growth Area Funding (GAF3) from central Government, of which £1,377,000 over three years has been allocated in respect of capital development of Fairlop Plain.      Capital funds of £400,000 were also allocated from the Council's budget for 2008/9 for investments at Fairlop Waters.   Additional capital funds of £400,000 had recently been raised from the Mayor’s Priority Parks programme (GLA).   The capital funding so far raised for development of Fairlop had been assigned to the physical redevelopment of Fairlop Waters, for which a landscape master plan has been prepared.   A Leisure Options Study had recently been undertaken to investigate the market potential for investment in to the built leisure facilities. The summary findings suggest that current market conditions and planning requirements would limit the potential for private capital investment. The objective of this new national initiative was to honour the oustanding contribution made by current members of the armed forces and by veterans of all ages.   On the day itself, and in the weeks leading up to it, events would take place across the country, ranging from national and regional celebrations, to dozens of local events organised by Councils, ex-Service organisations, community groups and schools.   The focus of Armed Forces Day was on celebrating both the past and the continuing contributions of our armed forces and veterans. The intention was that Armed Forces   Day would become as familiar and respected as Remembrance Sunday, which remained exclusively focused on remembering those who had died serving their country.   Armed Services, Cadets, Reserves and Veteran organisations across the London Borough of Redbridge had met to plan and coordinate Redbridge’s response to this initiative. The modifications included provision for making infrastructure central to plan-making, with every new Core Strategy to be accompanied by an Community Infrastructure Plan.  At the meeting on 24 March 2009, Cabinet approved the scope and content of the 2009-12 Local Development Scheme (LDS), which included provision for a review of the housing element of the Core Strategy (ref CAB/XX/240309).   The Planning Act 2008 allowed local authorities to decide whether to adopt a Community Infrastructure Levy to deliver the Community Infrastructure Plan.  The Community Infrastructure Levy approach would be as an alternative to S.106 contributions, however detailed guidance on setting and applying a Community Infrastructure Levy had yet to be published by the Government.    The draft Redbridge Community Infrastructure Plan, (attached at Appendix 1 of the report), identified the new infrastructure required in Redbridge over the period to 2017 to meet the housing growth set in the Council’s adopted Core Strategy (9,050 homes).  The Plan provided an evidence base for justifying S.106 contributions and would inform amendments to the Planning Obligations Strategy Supplementary Planning Document.    Once guidance on the Community Infrastructure Levy approach had been published, the Redbridge Community Infrastructure Plan would be updated to establish the total cost of providing the required level of new infrastructure and identify funding sources.  To meet funding shortfalls, a standard Community Infrastructure Levy could be calculated and applied to all new development in the Borough.  A further report would be made to Cabinet, advising on the potential levy receipt against S.106 contributions and recommending on whether to proceed to adopt the Community Infrastructure Levy approach.   Resolved:  That we (i) note the draft Redbridge Community Infrastructure Plan and its key findings; The new building would be used as an environmental visitor centre to raise awareness about the Roding Valley and the Natural environment. The building would also be used as an office accommodation for the Nature Conservation Team and as a community facility with a café, a training room for community learning and other community use.
