The Working Group’s report\ncontained ten recommendations, which were endorsed at the Adult\nSocial Services and Housing Scrutiny Committee at its meeting on\n26th March\n2009. \n\n The Working Group was set up in order to\nexamine how the Disabled Facilities Grant was working in Redbridge.\nMembers wished to understand the process for the allocation of the\nDisabled Facilities Grant and to assess its transparency, fairness\nand user friendliness as well as examining the capacity for\ncontinuing to improve the service. Minutes: \n \nWe received the\nCommunity Safety’s Scrutiny Committee Value For Money Drugs and Alcohol\nServices Scrutiny Working Group - final outcome report. It was based on the\ndeliberations of the Scrutiny Working Group, set up to examine the funding arrangements and service\nprovision around drugs and alcohol services in Redbridge,\nparticularly in terms of value for money. \n\n \nA number of detailed recommendations were made\nin the outcome report, which was approved at the meeting of the\nCommunity Safety Scrutiny Committee on 22\nJanuary 2009. \n\n Whilst most of recommendations related to the Community Safety\nPortfolio, a few related to the Children’s Services\nPortfolio. It had\ntherefore, been necessary to refer the findings and\nrecommendations of the Value\nFor Money Drugs and Alcohol Services Scrutiny Working Group\nas relevant to the Children’s Services Portfolio to\nthat Scrutiny Committee for consideration prior to sending the\nreport to Cabinet for consideration. The Children’s Services\nScrutiny Committee on 2 March 2009 \nendorsed the recommendations as relevant to the Children’s\nServices Portfolio (recommendations 12 to 14) for submission in due\ncourse to the Cabinet for consideration and response \n\n \nThe Community Safety\nScrutiny Committee had referred the report to Cabinet, and\nsought a report back to the Scrutiny Committee in due course to\nindicate whether or not the recommendations had been accepted, with\nclearly stated reasons for\nany recommendation that was not accepted. \n\n Resolved: That we (i) note the Community Safety Scrutiny Committee's final\noutcome report on value for money in drugs and alcohol\nservices. \n\n (ii) request officers to prepare a detailed\nresponse to each of the recommendations, for consideration at\nCabinet within the next two cycles of its meetings. \n\n (Councillor O’Shea spoke on this\nitem) \n | \n\t\t

Minutes: \n \n\nWe received the final outcome report of the Child and Adolescent\nMental Health Services (CAMHS) Scrutiny Working Group, which was\nset up by the Children’s Services Scrutiny Committee to\nexamine delivery of CAMHS in Redbridge. The scrutiny focused on\naccess to services, quality of facilities and value for money. The\nrecommendations were evidence-based, resulting from contributions\nfrom a wide range of interested parties. There was good\nco-operation from local National Health Service partners and the\nfindings would inform the joint Redbridge CAMHS strategy 2009\n-2012. \n\nThe Working Group’s report contained seventeen\nrecommendations addressed to the partnership bodies involved in\ncommissioning or providing CAMHS locally. The Children’s\nServices Scrutiny Committee approved these recommendations on 2\nMarch 2009 for presentation to the Cabinet and to the Boards of the\nNorth East London Foundation Trust and NHS Redbridge. \n\nSeven recommendations (numbers 2,3,5,7,11,14,15) apply to Redbridge\nChildren’s Trust and a further two recommendations (6,16)\napply to other parts of Redbridge Children’s Services.\nRecommendation 17 asks the CAMHS Partnership Board to identify a\nlead manager to be responsible for implementing each\nrecommendation. The Cabinet was asked to consider these\nrecommendations within the context of the whole report and in due\ncourse to indicate whether or not the recommendations were\naccepted, with clearly stated reasons for any recommendation that\nwas not accepted. \nResolved: \nThat\nwe (i) formally receive the Children’s Services Scrutiny\nCommittee’s final outcome report on Child and Adolescent\nMental Health Services; \n\n (ii) request\nofficers to prepare a detailed response to each of the\nrecommendations for consideration at Cabinet within two meeting\ncycles, as agreed by Council on 20 September 2007. \n\n (Councillor\nBorrott spoke on this item) \n | \n\t\t

| \n\t\t\t\t\n\t\t | \t\t\t\n\t\t\n\t\t\t\t\t Appointment of Honorary Recorder (CAB/09/280409) Minutes: \n \nWe were advised\nthat the Lord Chief Justice was keen to establish links between the\njudiciary and civil life and was encouraging City and Borough\nCouncils to consider appointing a Resident Judge of the Crown Court\nas Honorary Recorder of the Borough. It was considered that this\nwould formalise the relationship between the judiciary and local\nauthorities and establish a means of communication that would\npromote the role of Judges to make Redbridge safe and secure and\ncontribute to building strong and proud local communities. \nThe\nappointee to the role of Honorary Recorder must be a serving\nCircuit Judge or Recorder and it was proposed that Judge Radford be\nappointed to the position. In accordance with the request of the\nLord Chief Justice the Council had consulted the Senior Presiding\nJudge for England and Wales who had advised that he endorsed the\nappointment of Judge Radford as Honorary Recorder for\nRedbridge. \n\n Resolved: That we agree that Judge\nRadford be appointed an Honorary Recorder of Redbridge. \n\n (Councillor Turner spoke on this item) \n | \n\t\t

This would then mean that the\nbuilding wouldl retain it’s well known and recognised name as\nthe Corner House but have within it the Allan Burgess\nCentre. \n\n Resolved: That we agree to call the newly refurbished day\nservice accommodation, which is located within the Corner House,\nthe Allan Burgess Centre. \n | \n\t\t

Minutes: \n \nThe report before us set out the financial\nperformance of the Authority over its revenue and capital\nprogrammes for the first eleven months of the financial\nyear. The year-end\nprojections showed a balanced position for the General Fund\n(revenue) after the application of an element of the markers\nbudget. \n\n The Capital Programme was showing spend to\ndate in line with the profiled budget. The overall position was net\nslippage/underspend of £2.612 million. This comprised slippage of\n£3.311 million and net overspend of\n£699,000. The\nslippage represented firm commitments to spend in future years and\ndid not therefore represent a surplus capital resource. \n\n\n \nThe Housing Revenue Account was projecting an\noverspend of £49,000 and the Dedicated Schools Grant\nwasprojecting to be underspent at the year-end by\n£128,000. \n\n\n \nAs the year-end projections were based on\neleven months’ data, there may be some late variations\narising before the accounts for the year were finally closed. \n\n \nResolved: That\nwe (i) note the potential year end budget variations in relation to\nthe 2008/09 Budget; and \n(ii) agree to\naccept the Learning and Skills Council Education Business\nPartnerships Grant, totalling £129,556, as explained in\nparagraph 3.2.16 of the report. \n | \n\t\t

Minutes: \n \nThe report sought the Cabinets agreement to\nthe overall shape of the Audit Plan which did change from year to\nyear to reflect emerging issues and priorities. Further reports would be provided\nto the Audit Committee regarding the main issues arising from audit\nwork together with an assessment of the performance and\neffectiveness of the Internal Audit function. \n\n The\nAudit Strategy continued to be based upon an approach which focused\naudit resources in those areas where there was the highest level of\nassessed risk to the achievement of the Council’s\nobjectives. These\nareas had been drawn from a needs and risk assessment of the\nCouncil’s systems, both financial and non financial,\nproviding an audit coverage over a 5 year cycle and following\nconsultation with Chief Officers and the Council’s External\nAuditors. \n\n The\nnumber of audit days planned for 2009/10 was 2,627. The programme\nof audit work would ensure that the Chief Auditor was in a position\nto provide an opinion / assurance regarding the adequacy of the\nCouncil’s control environment in relation to both new and\nexisting systems as well as input to its Annual Governance\nStatement. \n\n Resolved: That we (i)\nagree the updated Audit Charter as set out in Appendix 1 to the\nreport; and \n\n (ii) agree the\ninternal audit strategy and the overall shape of the 2009 / 10\nAudit Plan as set out in Appendix A to the report. \n | \n\t\t
| \n\t\t\t\t\n\t\t | \t\t\t\n\t\t\n\t\t\t\t\t Contingency Provision within the Primary School Sector (CAB/13/280409) Minutes: \n \n\nCabinet on the 2nd December 2008 considered a report\ninto the provision of additional primary school places. Cabinet\nagreed that officers should establish additional reception places\nas a contingency for September 2009 for up to four forms of entry\n(4FE) of reception places in the primary sector. This will create 120 reception\nplaces as a temporary one year expansion for September 2009. \n\nOfficers had held discussions with a number of schools about a\ntemporary increase to their Admission Numbers from September 2009\nin order to provide these additional reception places. A submission\nhas been made to the Office of the Schools Adjudicator (OSA) whose\nconsent to changes in admission numbers was required. The following\nschools would temporarily increase their admission number as set\nout below: \n\nSchool \nTemporary Increase \n\nChristchurch Primary 26 \n\nFulwood Primary 15 \n\nDownshall Primary 26 \n\nFarnham Green Primary 26 \n\nTotal additional reception places in 2009 93 \n\nOfficers obtained legal advice around the process for temporary\nexpansion of schools. This advice concluded that in opening\ncontingency classes or emergency classes, expansions of up to 26\nadditional places did not make the expansions “prescribed\nalterations” under the legislation avoiding the need for a\nmore lengthy statutory consultation process. \n\nIn the light of the\nincreasing number of applications for reception places,\nofficers were continuing discussions with\nother schools. \n\nIn addition Manford Primary\nhad opened an\nadditional class of 30 Year 1 places in March 2009 which would\nprovide extra places for children in Year 2 in September\n2009. \nIn order to achieve\nthese temporary expansions certain capital works were needed. The\nreport sought authority to release the funds necessary to undertake\nthis work. \n\n \nResolved: That\nwe (i) agree to the release of the £471,000 capital funding\n(CS411) to support the creation of reception places within the\nprimary school sector in accordance with Standing Order 125.1; \n\n (ii) authorise the\nChief Property Officer, in consultation with the Cabinet Member for\nChildren’s Services, to undertake the works necessary to\ncreate the new contingency forms of entry; and \n(iii) to note that\nthe Director of Children’s Services is seeking to establish\nfurther contingency reception places using her delegated authority\nunder sections 13 and 14 of the Education Act 1996. These decisions will be taken in\nconsultation with the Cabinet Member for Children's\nServices. \n | \n\t\t
| \n\t\t\t\t\n\t\t | \t\t\t\n\t\t\n\t\t\t\t\t Pre-Statutory Consultation on Expansion of Primary School Provision (CAB/14/280409) Minutes: \n \n\nOn the 2nd December 2008 Cabinet considered a report\ninto the provision of additional primary school places and agreed\nin principle to create an additional eight forms of entry for\nSeptember 2011. In order to progress this, Cabinet agreed that\nofficers should undertake pre-statutory consultation on the\nestablishment of these eight additional forms of entry for\nSeptember 2011 and should report back with proposals. \n\nThe report contained the proposals for the pre-statutory\nconsultations required to create these additional primary school\nplaces both through school expansions and by opening a new\nschool. It also\ndescribed the next steps in the processes of creating more primary\nplace capacity. \nCouncil on the\n15th January 2009 passed the following substantive\nmotion: \nIn view of the Cabinet’s decision to close the Chadwell\nCentre a feasibility study of an alternative use for this building\nfor primary school purposes should be undertaken. \n\nDespite the opening of two new primary schools in the south of the\nborough, Chadwell is suffering from a chronic shortage of primary\nschool places. Chadwell Ward has undergone a dramatic increase in\nthe number of households due to new developments over the last 10\nyears. These developments have often attracted section 106 funding\nrelated to additional school places. \n\nWe believe that this potentially vacant building at a location on\nthe boundary between two existing school catchment areas could go a\nlong way to assisting to deal with this urgent need in a very cost\neffective and timely manner. \n\nWe request, therefore, that the Cabinet undertake a feasibility\nstudy in the use of the Chadwell Centre for primary school\npurposes. \n\nThe feasibility study should be extended to include other suitable\ncouncil buildings in Ilford South in order to identify the site and\nrecommend a solution that best meets the needs of all the children\nin Ilford South close to where they live. \nThe report provided Members\nwith the outcome of the feasibility study undertaken in accordance with the motion passed at\nCouncil on the 15th January 2009. \n\n The report also informed\nMembers of progress in reviewing Council buildings in Ilford\nSouth. \n\n As part of the proposals to create additional\nprimary places for 2011, the report sought authority to negotiate\nthe acquisition of the Ilford Jewish Primary School building and\nsite and to undertake a competition for the establishment of a new\nschool in these buildings in accordance with Section 7 of Education\nand Inspections Act 2006 and The School Organisation (Establishment\nand Discontinuance) (England) Regulations 2007 (SI: 2007 No 1288)\n(as amended) and outlines the competition process. \n\n The report also sought authority to release\nthe capital funding agreed as part of the Council’s budget on\nthe 5th March 2009 (CS402) to fund the feasibility\nstudies for the expansions and developments required to create the\nadditional places, in accordance with Standing Order 125.1. \n\n Resolved: That we (i) note the outcome\nof the feasibility study into the use of the Chadwell Centre as a\nPrimary School; \n\n (ii) note that Officers are still reviewing\nCouncil buildings in Ilford South for their potential as primary\nschools and that the Chief Property Officer will present a report\nto Cabinet when this work is complete; \n\n (iii) note that Officers in Children’s\nServices will undertake pre-statutory consultation for the\npermanent expansion of the following schools at reception from\nSeptember 2011: Christchurch Primary School (Wellesley Road,\nIlford, IG1 4lQ) from three forms of entry to four forms of entry;\nFarnham Green Primary School (Royal Close, Seven Kings, IG3 8UY)\nfrom two forms of entry to three forms of entry; Downshall Primary\nSchool (Meads Lane, Seven Kings, IG3 8UG) from two forms of entry\nto three forms of entry; Fulwood Primary School (21-24 Burford\nClose, Barkingside IG6 1ER) from one and a half forms of entry to\ntwo forms of entry; \n\n (iv) agree to release the capital funding to\nundertake the feasibility studies at the schools undertaking the\npre-statutory consultation in accordance with Standing Order\n125.1; \n\n (v) authorise the Chief Property Officer, in\nconsultation with the Cabinet Member for Children’s Services\nand the Director of Children’s Services, to undertake the\nfeasibility studies at the schools undertaking pre-statutory\nconsultation for potential permanent expansion; \n\n (vi) authorise the Chief Property Officer, in\nconsultation with the Cabinet Member for Children’s Services\nand the Director of Children’s Services, to negotiate with\nthe owners of the Ilford Jewish Primary School site to acquire the\nsite; \n\n (vii) authorise the Director Of\nChildren’s Services to undertake the competition process for\na new school in the current Ilford Jewish Primary School building\nas defined in Section 7 of Education and Inspections Act 2006 and\nThe School Organisation (Establishment and Discontinuance)\n(England) Regulations 2007 (SI: 2007 No 1288) (as amended); and \n\n (viii) agree that the authority seek the\nconsent of the Secretary of State to publish proposals for the\nestablishment of a new maintained school and that the Director of\nChildren’s Services should submit a bid in the competition\nfor a new community primary school based on the Ilford Jewish\nPrimary School site. \n\n (Councillor Scott spoke on this item) \n\n (Resolution (i) had been requisitioned for\ndetermination by the Council) \n | \n\t\t

Their conclusion contained in a report elsewhere on the\nagenda, was that the Chadwell Centre was not suitable as a Primary\nSchool \n\nAs part of the reorganisation of special schools in the Borough,\nCabinet agreed to amalgamate the Ethel Davis and Hyleford schools\nin October 2004. This created a new single school called Newbridge\nspecial school on two campuses, one at Barley Lane and one on\nLoxford Lane. The October 2004 report detailed the need to remodel\nand extend buildings on both campuses. \n\nIn March 2004, Council agreed a capital programme that included\nfunding for works to facilitate the special educational needs (SEN)\nreorganisation including the amalgamation of Ethel Davis and\nHyleford Schools into the Newbridge Special School. Cabinet in June\n2005 approved a scheme and estimate for the remodelling and\nextension of the Barley Lane Campus (formerly the Ethel Davis\nSchool) which was now the Newbridge School. Council in March 2006\nagreed a capital programme that included funding for the extension\nand remodelling of the Loxford Lane Campus. \n\nAlthough it was\nknown that there had been structural problems with the Newbridge\nLoxford Lane campus in the past, the full extent of these problems\nand their impact on the cost and viability of remodelling the\nschool were not known until the conclusion of the feasibility study\nin December 2006. The feasibility study concluded that the\nbest and most economic option was to rebuild the majority of the\nschool. \n\nThe Department for Children, Schools and Families (DCSF) had\nallocated a grant called targeted capital fund (TCF) for SEN and/or\n14-19 works in 2009/10 and 2010/11. The Councils’ budget set\non March 5th 2009 allocated £250,000 for the\nre-provision of Newbridge Loxford Lane Campus. \n\nIt was proposed to allocate £250,000 of this funding to\nundertake a feasibility study into relocating the Newbridge Special\nSchool (Loxford Lane campus) and to progress the procurement\nif found to be feasible. \n\nResolved: That\n(i) in accordance with Standing Order 125.1 agree to the release of\nthe £250,000 targeted capital external grant funding to\nsupport the feasibility study for a replacement of the Newbridge\nSchool (Loxford Lane Campus); \n(ii) we agree that\nChief Property Officer, in conjunction with the Cabinet Member for\nChildren’s Services and the Director of Children’s\nServices, procure the works necessary so as to enable the Newbridge\nSchool (Loxford Lane Campus) to relocate and report back to Cabinet\nwith a scheme and estimate report. \n | \n\t\t

A number of\nLondon Boroughs already had signed the Pledge and others had\ncommitted to do so. \n\nChild poverty mattered because children who live in poverty may\nlack many of the opportunities and experiences of their peers and\ncan suffer hardship, deprivation and inclusion. Poor children tended to have\nlower educational attainment and low skills and productivity would\nstunt economic growth, limiting the UK’s ability to compete\nin the global economy. \nPoorer outcomes for children and families place extra burdens and\ncosts from public services such as Healthcare and Children\nServices. \n\nChildren were classified in living in poverty when their family\nincome was below 60% of the contemporary medium income equivalised\nby household type. \nChild poverty was a serious problem in London with over 31% of\nchildren living in relative poverty on this definition. \n\nResolved: That\nwe agree that the Cabinet Member for Children’s Services and\nthe Director of Children’s Services should sign the London\nChild Poverty Pledge on behalf of the London Borough of\nRedbridge. \n | \n\t\t

Minutes: \n \n\nThe Youth Matters Green Paper (2005) set out a vision for\nintegrated youth support services (IYSS) helping all young people\naged 10-19 to achieve the every child matters outcomes. Latterly\npublication of the Youth Crime Action Plan (2008) placed a\nparticular emphasis on preventing youth offending as a core\ncomponent of effective arrangements for supporting young people in\nlocal areas. The Local Authority had a central role to play in the\ncoordination and delivery of youth support policy. \n\nThe Local Authority and its partners were making good progress to\nsecure the most effective integrated support arrangements which\nimprove outcomes for young people and provide the most effective\nvalue for money. In order to secure the most effective arrangements\nfor the future, a Supporting Young People strategy had been\ndeveloped which sets out local priorities and activity for the\ndevelopment of Integrated Youth Support Services in Redbridge. \nResolved: That we endorse the Supporting Young\nPeople strategy. \n | \n\t\t

Minutes: \n \nThe report presented the outline schemes and\nestimates for a number of projects to be undertaken with funding\nfrom the Schools Access Initiative Provision in the\nChildren’s Services Capital Programme for 2009/10 and sought\napproval to apply the approved\nbudget. \n\n The programme of schemes presented had been\ndeveloped based upon the following criteria: \n\n \n(a) \nMeeting our\nresponsibilities to satisfy the Disability Discrimination Act\n2005; \n\n(b) Meeting the\npriorities as set out in the Redbridge Education Access\nStrategy; \n\n(c) \nBeing\npart of individual school’s access plans that identify a\nneed \n\n \n\nOfficers had undertaken an evaluation of all potential bids from\nSchools and contributions towards other schemes. This process had\ngenerated the programme and the summary of the evaluation and is\nattached as appendix B to the report. \nResolved: That we (i) agree the outline\nschemes and estimates for the projects in the Schools Access\nInitiative Provision in the Children’s Services Capital\nProgramme for 2009/10 as listed in Appendix B to the report, noting\nthat the costs given are approximate; \n\n (ii) agree that the Chief Property Officer be\nauthorised to proceed with the detailed design, to seek quotations\nfor the schemes listed in Appendix B to the report, to progress the\nworks and manage any variations in costs across the component\nschemes within the overall balance of resources available of\n£475,000 in consultation with the Cabinet Member for\nChildren’s Services; and \n\n (iii) approve the total expenditure of\n£475,000 from\nthe Children’s Services Capital Programme for the schemes\nidentified in Appendix B to the report. \n | \n\t\t
| \n\t\t\t\t\n\t\t | \t\t\t\n\t\t\n\t\t\t\t\t Partnership Arrangements with NHS Redbridge (CAB/19/280409) Minutes: \n \nThe\nreport outlined the current situation with regard to the\npartnership arrangements made under Section 31 of the Health\nFlexibilities Act (1999) and the arrangements necessary to\nestablish a further partnership. \n\n The\nagreement was for a period of 5 years, which was due to end in May\n2009 and a subsequent extension to this arrangement would need to\nbe agreed pending the more detailed work required for the\nnegotiation of the new agreement. \n\n An options\nappraisal regarding the future arrangements for Children’s\nHealth Services from May 2009 was discussed at the Redbridge PCT\n(now known as Redbridge NHS) Board meeting on the 29th\nJanuary 2009. The\noption preferred by the Board was to enter into a further agreement\nwith Redbridge Children’s Services Authority for the pooling\nof the PCT’s health related children’s services with\nrelevant services of the children’s services\nauthority under\nSection 75 of the NHS Act 2006 . The Redbridge NHS Board decided\nthat this option should be chosen as the basis of it’s\nnegotiations with the Council for the extension of the\nChildren’s Trust partnership agreement. \n\n Resolved: That we (i) agree to extend\nthe arrangements originally made between the Council and Redbridge\nPCT under Section 31 of the Health Act 1999 for the pooling of\nhealth related children’s services for a period of up to\ntwelve months, from 6th May 2009; and \n\n (ii) agree to receive a further report, or\nreports as necessary, on the terms of the proposed further pooled\nfunction agreement to take effect on or before 6th May\n2010. \n | \n\t\t

Minutes: \n \nOn\nthe 3rd July 2007 Cabinet agreed to agree to develop an\nExpression of Interest (EOI) for a new secondary academy\nschool. Subsequently,\non the 31st July 2007, Cabinet agreed that the\nCricklefields site be chosen as the site for the new academy. The\nfinal EOI was attached as appendix B to the report. The charity\nAbsolute Return for Kids (ARK) were the sponsor for the Redbridge\nacademy. \n\n In March 2008 the\nSecretary of State informed the Council that the Redbridge academy\nproject could move into the feasibility study stage. \n\n The report provided\nMembers with the outcome of the feasibility study into the\nprovision of an academy school on the Cricklefields site. The\nOutline Business Case (OBC) that had been produced was available in\nthe Members room. \n\n The Council, ARK,\nPartnerships for Schools (PFS) and the Department for Children,\nFamilies and Schools (DCSF) jointly produced the OBC that was to be\nsubmitted. As such it had to be agreed by all parties and Cabinet\nwas recommended to authorise submission of the OBC. The report also\nsets out the process for the procurement of the academy building if\nthe OBC was successful. \n\n The report provided\nan update on progress with a number of site issues that were\nintegral to the delivery of a successful academy. These included the relocation of\nthe Frenford Club; the negotiations with Baron Rowallan over the\ncovenants on the site; the relocation of the John Barker Centre\n(key stage 3 pupil referral unit); the potential acquisition of a\nbuilding known as 470 High Road (to enable the proposed academy\nbuilding to avoid some contaminated land); and on the\nreconfiguration of parts of the site to facilitate continued usage\nby site occupants who were not being relocated. \n\n The report included\ninformation about the site constraints and the impact of these on\nthe design proposal for the academy that was granted outline\nplanning permission at Regulatory Committee on the 18th\nMarch 2009. \n\n Resolved: That we (i) agree to the\nCouncil (jointly with Absolute Return for Kids (ARK)) submitting\nthe OBC to the PfS and the DCSF as set out in the papers subject to\nany final amendments that may be required and accordingly authorise\nthe Director of Children’s Services in consultation with the\nCabinet Member for Children’s Services to make any such\namendments; \n\n (ii) agree to release the capital funding\nwithin the Children’s Services capital programme of\n£2,600,000 (CS404); \n\n \n(iii) authorise the Director of\nChildren’s Services, in consultation with the Chief Property\nServices Officer, to enter into the Development Agreement with ARK\nas set out in section 3.1 (vi) of the report; \n\n \n(iv) authorise the Chief Property Services\nOfficer, in consultation with the Director of Children’s\nServices, to finalise and enter into the deed of variation with\nBaron Rowallan as set out in section 3.1 of the report; \n\n \n(v) authorise the Chief Property Services\nOfficer, in consultation with the Director of Children’s\nServices, to enter into the deed of extinguishment with TESCO\nstores as set out in section 2.6 of the report; \n\n \n(vi) authorise the Chief Property Officer, in\nconsultation with the Director of Children’s Services, to\nenter into the deed of variation with NOORI Foods as set out in\nsection 2.6 of the report; \n\n \n(vii) authorise the Chief Property Services\nOfficer to take steps to purchase the land and property at 470 High\nRoad, Ilford Essex by private treaty or by compulsory acquisition\nas appropriate; \n\n \n(viii) agree in\nprinciple to exercise compulsory purchase powers over the land and\nbuildings at 470 High Road Ilford Essex pursuant to section 226(1)\nof the Town and Country Planning Act 1991 subject to a further\nreport setting out the full case and reasons for the action to be\ntaken; \n\n \n(ix) authorise the\nDirector of Children’s Services to direct the Governing Body\nof South Park Primary School to conclude an appropriate arrangement\nwith ARK for the sponsor to share use of the Governing Body’s\ndedicated playing fields at Knox Field, South Park Drive, Ilford\nEssex for the period of the Academy’s operation or such\nlesser period as may be deemed appropriate; \n\n \n(x) authorise the Director of Children’s\nServices to proceed to undertake the preliminary invitation to\ntender (PITT) stage of the academy build procurement and to select\ntwo contractors from the PITT stage to undertake the invitation to\ntender (ITT) stage and to authorise the waiver of Standing order\n93.1 to allow the use of the DCSF Framework Agreement for the\nconstruction contract in this instance; \n\n \n(xi) note the outcome of the application for\noutline planning permission for an academy school on the\nCricklefields site; and \n\n \n(xii) note that the Director of\nChildren’s Services will be submitting a detailed planning\napplication for the new pupil referral unit on land adjacent to\nWilliam Torbitt School; \n | \n\t\t

Members of the then Social Services and\nHousing Scrutiny Committee, at their meeting on the 6th\nDecember 2004 received a report on Redbridge Windows Limited being\nplaced in Administration from the then Engineering & Building\nServices Service Area. \n\n \nThe Committee was advised that Redbridge\nWindows Limited had debts with the Authority and that, although a\nsubstantial proportion of the debts could be offset, there would\ninevitably be need for a write-off once a number of outstanding\nissues had been identified and costed. All of those issues had now been\nclarified and the resulting financial implications were set out at\nparagraph 7 of Appendix A of the report. The majority of the debts related\nto services provided to the Housing Revenue Account. \n\n Resolved: That we approve the write-off\nof £35,589 as set out in paragraph 4.1 of the Officer report\nattached at Appendix A to the report from the provision for bad\ndebt. \n | \n\t\t
| \n\t\t\t\t\n\t\t | \t\t\t\n\t\t\n\t\t\t\t\t Revised Proposals for Council House Rents (CAB/23/280409) Minutes: \n \n\nAt the Budget Council meeting of the\n5th March, it was agreed that Council House rents should\nbe increased on average by 5.6% (£4.56 per week) for 2009/10\nwhich was in line with Government Guidelines. Subsequent to the Budget Council\nmeeting, the Government has issued revised consultation proposals\nfor the current financial year based on a revised (lower) average\nrent increase of 3.1%. \nConsultation documents were received from the Government on the\n26th March and the 7th April\n2009. \nIt was anticipated that following the\nGovernment’s consultation period a final announcement to\nrevise guideline rent increases and linked subsidy payments would\nbe received in May. It\nwould then be advisable for tenants to be consulted on any revised\nrent proposals before a final recommendation on rents was\napproved. It was hoped\nthat a report on revised rent levels could be presented to the\n30th June 2009 Cabinet meeting in order that tenants\nbenefited from the lower rents as soon as possible. \n\n \n\nIn order to achieve that timescale, it would be\nnecessary for the Chief Housing Officer to consult with tenants on\nthe revised rent increase for 2009/10 as soon as the Government\nadvised us of the details. \n\n Resolved: That we note that the Chief Housing Officer in\nconsultation with the Cabinet Member for Housing and Health will\nconsult with tenants on a revised rent increase for 2009/10 as soon\nas the Government provides final details. | \n\t\t\t\t\n\t\t | \t\t\t\n\t\t\n\t\t\t\t\t\n Minutes: \n \nIn July 2007 Cabinet agreed to submit an\nexpression of interest (EOI) to the Department for Children,\nSchools and Families (DCSF) for a six form of entry secondary\nAcademy to be built on the Cricklefields site. Ministerial approval\nto the proposal was received and the project subsequently moved\ninto a feasibility stage that culminates in the presentation of the\nCouncil’s Outline Business Case (OBC) submission to DCSF. \n\n A crucial part of the Academy project, as was\nthe Major Leisure Project on the same site previously, was the\nrelocation of the Frenford Clubs (FC) in order that the\nCricklefields site could be built on. FC also had a facility at\nOakfield, Barkingside and had long had the aspiration to be located\non a single site for all their activities. This was part of the\nCouncil’s longer-term asset management plan. \n\n If the Academy proposals are successful, FC\nwould be required to move from the Cricklefields site by June 2010.\nIt was proposed that FC relocate to part of the former Port of\nLondon Authority sports ground (PLA). The PLA was ideally suited for the type\nof activities currently provided across the two FC sites and was\ngeographically well located to combine both of the clubs two\nlocations. The designation of land was also appropriate and would\nprovide top quality sports pitches and met the Council’s\npublished aspirations for the PLA site. \n\n The Cabinet agreed on December 2nd,\n2008 that, subject to FC entering into a building agreement and\nagreement for the lease in respect of part of the PLA site, that\nthe Council would construct a Pavilion and associated works and at\nthe conclusion of these works would grant a lease to the Frenford\nClub in exchange for the surrender of its leasehold interests in\nrespect of the Cricklefields and Oakfield sites. \n\n It was now proposed that the principal terms\nof the overarching agreement with FC (“the Development\nAgreement”) should possibly be varied in two respects.\nFirstly the length of the proposed Lease of part of PLA site would\nbe extended from 99 to 125 years. Secondly the Council would agree\nto novate to the Trustees its rights and obligations under the\nterms of a transfer of control agreement between the Governing Body\nof Cranbrook Primary School and the Council’s Leisure Service\nto allow the Trustees to share the use of the school’s\nplaying fields at stipulated times. \n\n The construction cost and all associated\nproject costs of the new FC facility and the Clubs relocation were\nthe subject of a capital bid submitted for inclusion in the 2009/10\n– 2013/14 Capital programme and approved by Council on March\n5th, 2009. \n\n \nResolved: \nThat\nwe (i) amend the earlier delegations in relation to the Development\nAgreement as follows: \n\n \n\n(a) Delegate to the\nChief Culture, Sport and Community Learning Officer,\nthe Chief\nPlanning and Resources Officer, and the Chief Property Services\nOfficer in consultation with the Cabinet Member for\nChildren’s Services and the Cabinet Member for Leisure\nCulture and the Olympics, the authority to finalise the terms of a\nDevelopment Agreement with the FC covering the following\nmatters: \n\n \n\n \n- agreements by the FC\nto surrender their\ncurrent leasehold interests in respect of the Cricklefields and\nOakfield sites at agreed times; \n\n \n\n \n- agreement by the\nCouncil to grant the FC in exchange for their surrendered\ninterests a 125 year lease of that part of the PLA site owned by the Council\nhaving first carried\nout both the ancillary works referred to in Recommendation 3.2 and,\nto an agreed specification, the previously noted Pavilion and\nassociated works \n(together “the Works”); \n\n \n\n \n- agreement by the\nCouncil to novate to the FC its rights and obligations\nin respect of the\nWorks;- \n\n \n \n- agreement by the\nCouncil to novate to the FC its rights and obligations under a\ntransfer of control agreement (“the TOCA”) to be\nentered into between the Governing Body of Cranbrook Primary School\nand the Council in respect of shared use of the Cranbrook Primary\nSchool Playing Fields. \n\n (ii) approve\nCapital Expenditure of £6.0 million from within the 2009/10 -\n2013/14 Capital Programme, in accordance with Standing Order 125,\nfor the relocation scheme for Frenford Clubs in accordance with the\nfinalised terms of the Development Agreement referred to in\n(i)(a)above; \n\n (iii) subject to\nthe finalisation of terms set out in Recommendation (i)(a)above, to\nauthorise the Chief Culture, Sport & Community Learning\nOfficer, to procure the two stage Design and Build development of a\nnew sports pavilion for Frenford Clubs via the IECE (SECE)\nframework, in consultation with the Chief Property Services\nOfficer; \n\n (iv) delegate to\nthe Chief Culture, Sport & Community Learning Officer, to\nprocure all ancillary works to the PLA site including the\nconstruction of cricket wickets, refurbishment of the grounds\ncompound, groundsman’s accommodation and all other associated\nproject costs as outlined in 2.11 of the main body of the report\nand in line with Council Standing Orders; \n\n (v) to authorise\nthe Director of Children’s Services to exercise powers of\ndirection as necessary under section 40 of and schedule 13 to the\nSchools Standards and Framework Act 1998 in respect of the terms of\nthe Transfer of Control Agreement (TOCA) to be entered into between\nthe Governing Body of Cranbrook Primary School and the Council and\nthe terms of the novation of the Council’s rights and\nobligations under the TOCA to the FC; \n\n (vi) to give\ndelegated authority to the Chief Culture, Sport & Community\nLearning Officer, in consultation with the Chief Property Services\nOfficer, to negotiate a 125-year lease; and \n\n (vii) receive a further report on any\nadditional matters which may arise in the final negotiations with\nthe Trustees which are not within the terms of the relevant\n officer\ndelegations to agree. \n | \n\t\t
| \n\t\t\t\t\n\t\t | \t\t\t\n\t\t\n\t\t\t\t\t Fairlop Waters (CAB/25/280409) Minutes: \n \nIn December 2007, the\nCouncil was awarded Growth Area Funding (GAF3) from central\nGovernment, of which £1,377,000 over three years has been\nallocated in respect of capital development of Fairlop\nPlain. \n\n Capital funds of £400,000 were also\nallocated from the Council's budget for 2008/9 for investments at\nFairlop Waters. \nAdditional capital funds of £400,000 had recently been raised\nfrom the Mayor’s Priority Parks programme (GLA). \n\n The capital funding so far raised for\ndevelopment of Fairlop had been assigned to the physical\nredevelopment of Fairlop Waters, for which a landscape master plan\nhas been prepared. \n\n A Leisure Options Study had recently been\nundertaken to investigate the market potential for investment in to\nthe built leisure facilities. The summary findings suggest that\ncurrent market conditions and planning requirements would limit the\npotential for private capital investment. A development brief would\nbe prepared outlining the range of options for developer\ninvestment. \n\n Proposals for further areas of expenditure in\n2009-11 were outlined in the report. \n\n Resolved: \nThat\nwe (i) authorise the expenditure of £1,125,000 in 2009/11,\nfunded by the Growth Area Fund, £400,000 in 2009/11 funded\nby the GLA Priority Parks programme, £60,000 from DCSF and up\nto £900,000 in potential further grants as set out in the\nattached report; and \n\n (ii) authorise\nCapital Programme amendment of £400,000 for the GLA Priority\nParks programme \n | \n\t\t

The objective of this new national initiative was to honour\nthe oustanding contribution made by current members of the armed\nforces and by veterans of all ages. \n\n On the day itself, and in the weeks\nleading up to it, events would take place across the country,\nranging from national and regional celebrations, to dozens of local\nevents organised by Councils, ex-Service organisations, community\ngroups and schools. \n\n The focus of Armed Forces Day was on\ncelebrating both the past and the continuing contributions of our\narmed forces and veterans. The intention was that Armed\nForces Day would\nbecome as familiar and respected as Remembrance Sunday, which\nremained exclusively focused on remembering those who had died\nserving their country. \n\n Armed Services,\nCadets, Reserves and Veteran organisations across the London\nBorough of Redbridge had met to plan and coordinate\nRedbridge’s response to this initiative. A series of events\nhad been proposed, which would need to be delivered with the\nsupport of Council Officers. \n\n Resolved: That we (i) approve the delivery of the planned\nevents programme for the National Armed Forces Day; \n\n (ii) authorise expenditure of up to £5,000 to\nfacilitate and support the proposed Armed Forces Day events\nprogramme and that an outlook bid be made in next years budget\nregarding the cost of this event in future years. \n | \n\t\t

Minutes: \n \nWe noted that a number of measures to\nmodify the LDF plan making process were set out in revised national\nplanning guidance Planning Policy Statement 12: Local Spatial\nPlanning (PPS12) (June 2008). The modifications included provision\nfor making infrastructure central to plan-making, with every new\nCore Strategy to be accompanied by an Community Infrastructure\nPlan. At the meeting\non 24 March 2009, Cabinet approved the scope and content of the\n2009-12 Local Development Scheme (LDS), which included provision\nfor a review of the housing element of the Core Strategy\n(ref CAB/XX/240309). \n\n \nThe Planning Act 2008 allowed local\nauthorities to decide whether to adopt a Community Infrastructure\nLevy to deliver the Community Infrastructure Plan. The Community Infrastructure Levy\napproach would be as an alternative to S.106 contributions, however\ndetailed guidance on setting and applying a Community\nInfrastructure Levy had yet to be published by the\nGovernment. \n\n The draft Redbridge Community\nInfrastructure Plan, (attached at Appendix 1 of the report),\nidentified the new infrastructure required in Redbridge over the\nperiod to 2017 to meet the housing growth set in the\nCouncil’s adopted Core Strategy (9,050 homes). The Plan provided an evidence\nbase for justifying S.106 contributions and would inform amendments\nto the Planning Obligations Strategy Supplementary Planning\nDocument. \n\n Once guidance on the Community\nInfrastructure Levy approach had been published, the Redbridge\nCommunity Infrastructure Plan would be updated to establish the\ntotal cost of providing the required level of new infrastructure\nand identify funding sources. To meet funding shortfalls, a\nstandard Community Infrastructure Levy could be calculated and\napplied to all new development in the Borough. Minutes: \n \nIn 2007 the Council commissioned Qualitar\nConsulting Limited to review its contract with Geoffrey Osborne\nLimited (GOL) for construction services to build educational\nfacilities. The review\nsought to identify the reasons why the contract was not achieving\nthe expected results. \n\n The report presented by Qualitar Limited\nprovided an overview of the project and made recommendations that\nwere detailed in the Qualitar Key Issues report. It was then noted that the Council\nhad already started to address many of the main points contained\nwithin the report. \nProgress on these matters had begun prior to the start of that\nreview and by the completion of the report improvements were\ncontinuing to good effect. Minutes: \n \nThe report and\nsupplementary report presented the tenders received for a contract\nto construct a new Children’s Centre in the grounds of\nGearies Infants School, Gants Hill . \n\n At the meeting of Cabinet on the 2nd\nDecember 2008, Members agreed the outline scheme for the proposed\nchildren’s centre at Gearies Infants School and\nalso agreed the outline\nestimate in the sum of £677,628. Minutes: \n \n\nThe project comprised the\nconstruction of a new Visitors’ Centre in Ray Park broadly on\nthe site of the former Ray House and stable block. The new building\nwould be used as an environmental visitor centre to raise awareness\nabout the Roding Valley and the Natural environment. The building\nwould also be used as an office accommodation for the Nature\nConservation Team and as a community facility with a café, a\ntraining room for community learning and other community use. There\nwould also be an exhibition about the Roding Valley, Ray Park and\nNature Conservation. \n\n Environmental improvements to the river\nbank were also funded as part of the project and were managed by the Environment\nAgency. \n\n The scheme had been largely funded by a\ngrant from the former Department of Communities and Local\nGovernment (DCLG). \n\n The report\ndetailed the reasons for the project overspend and it was noted\nthat aprojected\noverspend, subject to further negotiation, of up to £130,000\nwas estimated for the practical completion of the project in\n2009/10. \n\n Resolved: That we (i) note the potential additional costs for the\nscheme could amount to £130,000, subject to formal\nnegotiations with the contractor; \n\n \n(ii) note that officers will continue to research further\nopportunities to fund the balance of the additional\ncosts; \n\n (iii) agree that the additional\nresources required will be funded by redirecting some of the\nresources from the current Culture, Sport and Community Learning\nbudgets or from other Council budgets if this is not\npossible; \n\n (iv) agree the expenditure for 2009 / 10, with any\nconsequent additional capital financing costs to be funded from\nbalances. \n | \n\t\t
