The Working Group&rsquo;s report\ncontained ten recommendations, which were endorsed at the Adult\nSocial Services and Housing Scrutiny Committee at its meeting on\n26<sup><span style=\"mso-text-raise:3.0pt\">th</span></sup> March\n2009.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">The Working Group was set up in order to\nexamine how the Disabled Facilities Grant was working in Redbridge.\nMembers wished to understand the process for the allocation of the\nDisabled Facilities Grant and to assess its transparency, fairness\nand user friendliness as well as examining the capacity for\ncontinuing to improve the service. The report was evidence-based,\ndrawing on and reflecting the wide range of written and oral\nevidence received.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\"><b>Resolved:<span style=\"mso-spacerun: yes\">&nbsp;</span></b> That we note (i) the Adult\nSocial Services and Housing Scrutiny Committee&rsquo;s final\noutcome report of the Disabled Facilities Grant Scrutiny Working\nGroup; The scrutiny focused on\naccess to services, quality of facilities and value for money. The\nrecommendations were evidence-based, resulting from contributions\nfrom a wide range of interested parties. There was good\nco-operation from local National Health Service partners and the\nfindings would inform the joint Redbridge CAMHS strategy 2009\n-2012.</p>\n<p class=\"MsoNormal\" style=\"margin-top:0in;margin-right:7.05pt;margin-bottom: 12.0pt;margin-left:0in\">\nThe Working Group&rsquo;s report contained seventeen\nrecommendations addressed to the partnership bodies involved in\ncommissioning or providing CAMHS locally. The Children&rsquo;s\nServices Scrutiny Committee approved these recommendations on 2\nMarch 2009 for presentation to the Cabinet and to the Boards of the\nNorth East London Foundation Trust and NHS Redbridge.</p>\n<p class=\"MsoNormal\" style=\"margin-top:0in;margin-right:7.05pt;margin-bottom: 12.0pt;margin-left:0in\">\nSeven recommendations (numbers 2,3,5,7,11,14,15) apply to Redbridge\nChildren&rsquo;s Trust and a further two recommendations (6,16)\napply to other parts of Redbridge Children&rsquo;s Services.\nRecommendation 17 asks the CAMHS Partnership Board to identify a\nlead manager to be responsible for implementing each\nrecommendation. This advice concluded that in opening\ncontingency classes or emergency classes, expansions of up to 26\nadditional places did not make the expansions &ldquo;prescribed\nalterations&rdquo; under the legislation avoiding the need for a\nmore lengthy statutory consultation process.</p>\n<p class=\"MsoNormal\" style=\"margin-top:0in;margin-right:7.05pt;margin-bottom: 12.0pt;margin-left:0in;tab-stops:list 1.0in\">\n<span style=\"q-bidi-font-family: Arial\">In the light of the\nincreasing number of applications for reception places,\n<span style=\"color:black\">officers were continuing discussions with\nother schools.</span></span></p>\n<p class=\"MsoNormal\" style=\"margin-top:0in;margin-right:7.05pt;margin-bottom: 12.0pt;margin-left:0in;tab-stops:list 1.0in\">\n<span style=\"q-bidi-font-family: Arial\">In addition Manford Primary\nhad opened<span style=\"mso-spacerun: yes\">&nbsp;</span> an\nadditional class of 30 Year 1 places in March 2009 which would\nprovide extra places for children in Year 2 in September\n2009.</span></p>\n<p class=\"MsoNormal\" style=\"margin-right:7.05pt;tab-stops:list 1.0in\">In order to achieve\nthese temporary expansions certain capital works were needed. Their conclusion contained in a report elsewhere on the\nagenda, was that the Chadwell Centre was not suitable as a Primary\nSchool</span></p>\n<p class=\"MsoNormal\" style=\"margin-top:0in;margin-right:7.05pt;margin-bottom: 12.0pt;margin-left:0in\">\nAs part of the reorganisation of special schools in the Borough,\nCabinet agreed to amalgamate the Ethel Davis and Hyleford schools\nin October 2004. This created a new single school called Newbridge\nspecial school on two campuses, one at Barley Lane and one on\nLoxford Lane. The October 2004 report detailed the need to remodel\nand extend buildings on both campuses.</p>\n<p class=\"MsoNormal\" style=\"margin-top:0in;margin-right:7.05pt;margin-bottom: 12.0pt;margin-left:0in;tab-stops:list 1.0in\">\nIn March 2004, Council agreed a capital programme that included\nfunding for works to facilitate the special educational needs (SEN)\nreorganisation including the amalgamation of Ethel Davis and\nHyleford Schools into the Newbridge Special School. Cabinet in June\n2005 approved a scheme and estimate for the remodelling and\nextension of the Barley Lane Campus (formerly the Ethel Davis\nSchool) which was now the Newbridge School. Council in March 2006\nagreed a capital programme that included funding for the extension\nand remodelling of the Loxford Lane Campus.<span style=\"mso-spacerun: yes\">&nbsp;</span></p>\n<p class=\"MsoNormal\" style=\"margin-top:0in;margin-right:7.05pt;margin-bottom: 12.0pt;margin-left:0in;tab-stops:list 1.0in\">\n<span style=\"q-bidi-font-family: Arial;color:black\">Although it was\nknown that there had been structural problems with the Newbridge\nLoxford Lane campus in the past, the full extent of these problems\nand their impact on the cost and viability of remodelling the\nschool were not known until the conclusion of the feasibility study\nin December 2006.</span> The feasibility study concluded that the\nbest and most economic option was to rebuild the majority of the\nschool.</p>\n<p class=\"MsoNormal\" style=\"margin-top:0in;margin-right:7.05pt;margin-bottom: 12.0pt;margin-left:0in;tab-stops:list 1.0in\">\nThe Department for Children, Schools and Families (DCSF) had\nallocated a grant called targeted capital fund (TCF) for SEN and/or\n14-19 works in 2009/10 and 2010/11. The Councils&rsquo; budget set\non March 5<sup>th</sup> 2009 allocated &pound;250,000 for the\nre-provision of Newbridge Loxford Lane Campus.</p>\n<p class=\"MsoNormal\" style=\"margin-top:0in;margin-right:7.05pt;margin-bottom: 12.0pt;margin-left:0in;tab-stops:list 1.0in\">\nIt was proposed to allocate &pound;250,000 of this funding to\nundertake a feasibility study into relocating the Newbridge Special\nSchool (Loxford Lane campus)<span style=\"mso-spacerun: yes\">&nbsp;</span> and to progress the procurement\nif found to be feasible.</p>\n<p class=\"MsoNormal\" who live in poverty may\nlack many of the opportunities and experiences of their peers and\ncan suffer hardship, deprivation and inclusion.<span style=\"mso-spacerun: yes\">&nbsp;</span> Poor children tended to have\nlower educational attainment and low skills and productivity would\nstunt economic growth, limiting the UK&rsquo;s ability to compete\nin the global economy.<span style=\"mso-spacerun: yes\">&nbsp;</span>\nPoorer outcomes for children and families place extra burdens and\ncosts from public services such as Healthcare and Children\nServices.</p>\n<p class=\"MsoNormal\" style=\"margin-top:0in;margin-right:7.05pt;margin-bottom: 12.0pt;margin-left:0in;tab-stops:list 56.7pt\">\nChildren were classified in living in poverty when their family\nincome was below 60% of the contemporary medium income equivalised\nby household type.<span style=\"mso-spacerun: yes\">&nbsp;</span>\nChild poverty was a serious problem in London with over 31% of\nchildren living in relative poverty on this definition.</p>\n<p class=\"MsoNormal\" style=\"margin-bottom:12.0pt\">\n<b>Resolved:<span style=\"mso-spacerun: yes\">&nbsp;</span></b> That\nwe agree that the Cabinet Member for The charity\nAbsolute Return for Kids (ARK) were the sponsor for the Redbridge\nacademy.</p>\n<p class=\"MsoNormal\" style=\"margin-left:4.5pt\"><span style=\"q-bidi-font-size: 10.0pt\">&nbsp;</span></p>\n<p class=\"MsoNormal\" style=\"margin-left:4.5pt\">In March 2008 the\nSecretary of State informed the Council that the Redbridge academy\nproject could move into the feasibility study stage.</p>\n<p class=\"MsoNormal\" style=\"margin-left:4.5pt\"><span style=\"q-bidi-font-size: 10.0pt\">&nbsp;</span></p>\n<p class=\"MsoNormal\" style=\"margin-left:4.5pt\">The report provided\nMembers with the outcome of the feasibility study into the\nprovision of an academy school on the Cricklefields site. The\nOutline Business Case (OBC) that had been produced was available in\nthe Members room.</p>\n<p class=\"MsoNormal\"><span style=\"q-bidi-font-size:10.0pt\">&nbsp;</span></p>\n<p class=\"MsoNormal\" style=\"margin-left:4.5pt\">The Council, ARK,\nPartnerships for Schools (PFS) and the Department for Children,\nFamilies and Schools (DCSF) jointly produced the OBC that was to be\nsubmitted. As such it had to be agreed by all parties and Cabinet\nwas recommended to authorise submission of the OBC. The report also\nsets out the process for the procurement of the academy building if\nthe OBC was successful.</p>\n<p class=\"MsoNormal\"><span style=\"q-bidi-font-size:10.0pt\">&nbsp;</span></p>\n<p class=\"MsoNormal\" style=\"margin-left:4.5pt\">The report provided\nan update on progress with a number of site issues that were\nintegral to the delivery of a successful academy.<span style=\"mso-spacerun: yes\">&nbsp;</span> These included the relocation of\nthe Frenford Club; the negotiations with Baron Rowallan over the\ncovenants on the site; the relocation of the John Barker Centre\n(key stage 3 pupil referral unit); the potential acquisition of a\nbuilding known as 470 High Road (to enable the proposed academy\nbuilding to avoid some contaminated land); Ministerial approval\nto the proposal was received and the project subsequently moved\ninto a feasibility stage that culminates in the presentation of the\nCouncil&rsquo;s Outline Business Case (OBC) submission to DCSF.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">A crucial part of the Academy project, as was\nthe Major Leisure Project on the same site previously, was the\nrelocation of the Frenford Clubs (FC) in order that the\nCricklefields site could be built on. FC also had a facility at\nOakfield, Barkingside and had long had the aspiration to be located\non a single site for all their activities. This was part of the\nCouncil&rsquo;s longer-term asset management plan.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">If the Academy proposals are successful, FC\nwould be required to move from the Cricklefields site by June 2010.\nIt was proposed that FC relocate to part of the former Port of\nLondon Authority sports ground (PLA). <span style=\"q-bidi-font-weight:bold\">The PLA was ideally suited for the type\nof activities currently provided across the two FC sites and was\ngeographically well located to combine both of the clubs two\nlocations. The designation of land was also appropriate and would\nprovide top quality sports pitches and met the Council&rsquo;s\npublished aspirations for the PLA site.</span></p>\n<p class=\"MsoBodyTextIndent3\" style=\"margin-left:0in;text-indent:0in\"><span style=\"q-bidi-font-weight:bold\">&nbsp;</span></p>\n<p class=\"MsoNormal\">The Cabinet agreed on December 2<sup>nd</sup>,\n2008 that, subject to FC entering into a building agreement and\nagreement for the lease in respect of part of the PLA site, that\nthe Council would construct a Pavilion and associated works and at\nthe conclusion of these works would grant a lease to the Frenford\nClub in exchange for the surrender of its leasehold interests in\nrespect of the Cricklefields and Oakfield sites.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">It was now proposed that the principal terms\nof the overarching agreement with FC (&ldquo;the Development\nAgreement&rdquo;) should possibly be varied in two respects.\nFirstly the length of the proposed Lease of part of PLA site would\nbe extended from 99 to 125 years. Secondly the Council would agree\nto novate to the Trustees its rights and obligations under the\nterms of a transfer of control agreement between the Governing Body\nof Cranbrook Primary School and the Council&rsquo;s Leisure Service\nto allow the Trustees to share the use of the school&rsquo;s\nplaying fields at stipulated times.<span style=\"mso-spacerun: yes\">&nbsp;</span></p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">The construction cost and all associated\nproject costs of the new FC facility and the Clubs relocation were\nthe subject of a capital bid submitted for inclusion in the 2009/10\n&ndash; 2007 the Council commissioned Qualitar\nConsulting Limited to review its contract with Geoffrey Osborne\nLimited (GOL) for construction services to build educational\nfacilities.<span style=\"mso-spacerun: yes\">&nbsp;</span> The review\nsought to identify the reasons why the contract was not achieving\nthe expected results.</p>\n<p class=\"MsoNormal\"><span style=\"q-bidi-font-weight:bold\">&nbsp;</span></p>\n<p class=\"MsoNormal\" style=\"tab-stops:0in\"><span style=\"q-bidi-font-weight: bold\">The report presented by Qualitar Limited\nprovided an overview of the project and made recommendations that\nwere detailed in the Qualitar Key Issues report. <span style=\"mso-spacerun: yes\">&nbsp;</span>It was then noted that the Council\nhad already started to address many of the main points contained\nwithin the report.<span style=\"mso-spacerun: yes\">&nbsp;</span>\nProgress on these matters had begun prior to the start of that\nreview and by the completion of the report improvements were\ncontinuing to good effect.<span style=\"mso-spacerun: yes\">&nbsp;</span> Your meeting of the\n4<sup>th</sup> December 2008 considered the The new building\nwould be used as an environmental visitor centre to raise awareness\nabout the Roding Valley and the Natural environment. The building\nwould also be used as an office accommodation for the Nature\nConservation Team and as a community facility with a caf&eacute;, a\ntraining room for community learning and other community use. There\nwould also be an exhibition about the Roding Valley, Ray Park and\nNature Conservation.</span></p>\n<p class=\"MsoNormal\" style=\"tab-stops:-70.9pt\"><span style=\"q-bidi-font-size: 10.0pt;q-bidi-font-family:Arial\">&nbsp;</span></p>\n<p class=\"MsoNormal\" style=\"tab-stops:-70.9pt\"><span style=\"q-bidi-font-family: Arial\">Environmental improvements to the river\nbank were
