To consider passing the following resolution:

 

That, under Section 100A(4) of the Local Government Act, 1972, the press and public be excluded from the meeting for the following item(s) of business on the grounds that it involves the likely disclosure of exempt information as defined in Paragraphs 1 and 3 of Part 1 of Schedule 12A to the Act.  The Public Interest Test has been applied and favours exclusion of the information from the Press and Public.

That, under Section 100A(4) of the Local Government Act 1972, the public be excluded from the meeting for the following item of business on the grounds that it involves the likely disclosure of exempt information as defined in paragraph 1 of Part 1 of Schedule 12A to the Act.  The Public Interest Test has been applied and favours exclusion of the information from the press and public.

Building Schools for the Future - Recruitment of Project Director and Project Manager

Joint report of the Strategic Director - Communities, Strategic Director - Children, Schools and Families and the Personnel Director

Minutes:

The Committee considered the joint report of the Strategic Director - Communities, Strategic Director - Children, Schools and Families and the Personnel Director on the proposed arrangements and timetable for the recruitment of a Project Director and Project Manager for the Building Schools for the Future (BSF) Programme, which included the draft job description and person specification for the two posts and the draft format and wording for the job advertisement.

 

The report indicated that Gatenby Sanderson, Recruitment Consultants, had been appointed to lead in the executive search and recruitment process for the two posts in view of the limited timescale involved.

 

The Committee briefly discussed the recruitment arrangements for the ancillary administrative; finance and IT support staff for the BSF Programme, which would be filled by internal recruitment.

 

RESOLVED:   That

 

(1)       the full recruitment timetable and recruitment process as set out in Annex 1 of the report be approved;

 

(2)            Gatenby Sanderson be authorised to review all suitable candidates for the posts with a view to recommending two long-lists;

 

(3)       the Strategic Director - Communities, Strategic Director - Children, Schools and Families, and the Personnel Director, be authorised to select two short-lists of candidates for recommendation to this Committee;

 

(4)       the Job Descriptions and Person Specifications for the posts as set out in Annexes 2A and 2B of the report be noted;

 

(5)       it be noted that the Project Director post was advertised at a salary of up to £85,779 (Senior Management Hay 3) and the Project Manager post at a salary of up to £62,334 (Senior Management Hay 5);

 

(6)       the format and wording of the job advertisement as set out in Annex 3A and the media costs given in Annex 3B of the report be noted;

 

(7)       it be noted that the advertisement was placed in the Sunday Times, the Guardian, the Public Services, and placed on the websites of Gatenby Sanderson, the Times and the Guardian; and

 

(8)       it be noted that Gatenby Sanderson had been appointed to assist in the executive search and recruitment process for the two posts and the details of the appointment costs be submitted to the next meeting of the Committee.
