be approved as a correct record and signed by the Chairman.
(2) That the minutes of the Assessment Sub-Committee held on Thursday 10 December 2009 be noted.
Following the article published in the Parish Matters magazine regarding the Code of Conduct the Chairman confirmed the Committee had not received any comments back about the Code.
The Committee were informed that the Protocol for the Conduct of Members and Officers on Planning Matters had been adopted by the Council and that all Members had received a copy.
Members were updated on the position of the new member Code of Conduct.
Wychavon District Council Web Site
To consider whether changes might advantageously be made in order to enhance references to, and ease of cross-reference between, the Standards Committee (including its composition and remit), the Code of Conduct contents, and procedures relating to Code of Conduct breach allegations.
The Committee discussed their experiences of using the Wychavon website to access information regarding Standards and the Code of Conduct. It was felt that currently Standards information on the website was too fragmented and that there was a need to improve the situation.
The Chairman indicated that if possible he would like to see a reference to â€˜Standardsâ€™ on the homepage with clear links to the Code of Conduct, the Committeeâ€™s minutes, criteria for complaints, complaints form and a list of all Members of the Committee.
The Committee instructed the Monitoring Officer in consultation with Independent Member Fred Noble to investigate what alterations were possible to the Councilâ€™s website to facilitate the above and report back at the Committeeâ€™s next meeting.
Review of Sub-Committee Decisions in 2009
(Pursuant to Minute 11 of the Minutes of the Committee's 3/6/09 meeting)
Monitoring Officer to report at the meeting.
The Committee discussed the workload and decisions of the Assessment and Review Sub-Committees during 2009. It was agreed that the Committee would carry out a similar review in twelve months time.

The Committee noted the paper â€œImportant review under wayâ€ by the Chairman of Standards for England.
Freemasons and the Code of Conduct
The Committee discussed the advice note from Standards for England regarding Freemasons and the Code of Conduct.
Predisposition, Predetermination or Bias
The Committee discussed at length the advice note from Standards for England regarding Predisposition, Predetermination or Bias.
The Committee felt there maybe a training need for Councillors on Predetermination. The Committee agreed to discuss this matter further at their next meeting in addition to the new member Code of Conduct if it was released in time.
4 Case Summaries
The Committee noted the case summaries of Elmswell Parish Council, Epsom and Ewell Borough Council, City of Bradford Metropolitan District Council and Cheshire West and Chester Council.

Composition of Committee
The Committee discussed the composition of the Committee and concluded that no changes were needed at the current time.
