To receive as a correct record the minutes of the meeting of the Committee held on 27^th August 2009.

The minutes of the meeting of the Committee held on 27^th August 2009                          were received as a correct record and signed by the Chairman subject to the inclusion of the following paragraph to minute 11 preamble:-

The Committee also considered the verbal representations of representatives of Unite the Union and Allied Vehicles.

The representative of the Executive Director of Corporate Resources reported that no Declarations of Interest had been submitted by Members.

The Executive Director of Corporate Resources to submit, for information, the minutes of the Licensing Sub Committee 5A held on 3^rd September 2009.

To consider the report of the Executive Director of Corporate Resources.

            The Committee considered the report of the Executive Director of Corporate Resources which advised Members of the statutory review of the Council’s gambling policy and the arrangements for consultation. The report provided details of the current policy, the draft revised policy and the  extensive consultation exercise to be undertaken.

            RESOLVED – that the report be noted.

To consider the report of the Executive Director of Corporate Resources.

            The Committee considered the report of the Executive Director of Corporate Resources which updated Members on the implementation of driver training and the format of the Street Knowledge Test.  The report provided details of the ‘Knowsley Standard’ Driver Training which outlined the training course content and what was expected from training providers who wish to deliver driver training for Knowsley. The report also provided details of the revised street knowledge test which has been incorporated in the ‘Knowsley Standard’ and which new applicants are required to pass prior to the issue of a licence.

            RESOLVED – That the report be noted.

            The Committee considered the report of the Executive Director of Corporate Resources which asked Members to consider hackney carriage fares. The report provided responses from the Hackney Carriage Review Group, details of vehicle running costs and comparison of fares with other local authorities.
