The Cabinet Member considered the Annual report of the Director of Public Health for Sefton and the Primary Care Trust which was presented in her absence by Cathy Wohol.
The annual report entitled ‘Invest for the future’ indicated that each year the Director of Public Health was required to produce an independent annual report on the health of Sefton’s population and that the 2009 report focused on the further action required to tackle health inequalities but shifting focus on the long-term. The following seven priority areas identified to achieve this goal were as follows:
(1) Reduce smoking prevalence
(2) Prevent cardiovascular disease
(3) Early detection of cancer
(4) Prevent and treat respiratory disease
(5) Reduce alcohol use
(6) Reduce infant mortality
(7) Improve mental well-being
Cathy Warlow presented the report and discussions ensued regarding how the Cabinet Member could help achieve the vision set out in the report.
It was confirmed that the Prevention and Early Invention which would be launched on 20 October 2009 and the newly agreed Housing Strategy would contain further measures to help tackle health inequalities across Sefton.
RESOLVED: That
(1) the development of a health inequalities strategy across all local partners to address the issues identified in the report be supported; and
(1) a report be submitted to a future meeting regarding mortgage rescue packages,

Report of the Strategic Director of Adult Social services (Health and Social Care)
Minutes:
The Cabinet Member considered the report of the Strategic Director of Health and Social Care regarding the activity and developments in relation to Safeguarding Adults in Sefton in Sefton; and
Councillor Brennan had attended the training session which proved to be informative and positively received. However there some concerns were raised regarding the lack of attendance at training sessions by some organisations, and further negotiation with the Police to place greater emphasis on this training was on-going.
RESOLVED: That
(1) the report updating on the activity and developments in Safeguarding Adults in Sefton be approved;
(2) further reports be received on a quarterly basis on the performance in relation to Safeguarding Adults; and
(3) A report regarding the training sessions outcomes and how the lack of attendance by some organisations was being tackled be submitted to a future meeting.

The Cabinet Member considered the report of the Strategic Director of Health and Social Care regarding the Service Level Agreement with Community Health Services, NHS Halton & St Helens.

That the Service Level Agreement be approved.

Further to Minute No 22 of the 22 July 2009 the Cabinet Member considered the report of the Strategic Director of Health and Social Care regarding on the progress made in relation to performance targets for the Transforming Social Care Agenda, as at 30 September 2009.
It was confirmed that the locally agreed targets were being met. However since the production of the report, new national indicators were being developed and further guidance was awaited.
RESOLVED: That
(1) the progress made in relation to performance targets for the Targets for the Transforming Social Care Agenda as at 30 September 2009, be noted; and
(2) a report regarding the new national indicators be submitted to future meeting.
