Councillor A Stenner</b></p>\n\n<p class=\"MsoNormal\"><b>&nbsp;</b></p>\n\n<p class=\"MsoNormal\"><b><span>\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 </span></b>The Chairman paid tribute to Councillor R Powell\nwho had died on 3rd June 2009,\nhaving served as a District Councillor for the Ramsey Ward for the past seven\nyears.<span>\u00c2\u00a0 </span>Tribute also was paid to former\nCouncillor A <span class=\"SpellE\">Stenner</span>, a District Councillor for the\nBuckden Ward for two years, who had died recently.<span>\u00c2\u00a0 </span>Both Members had been extremely active in\ncommunity life in their local areas.<span>\u00c2\u00a0\n</span>Councillor P J Downes, Leader of the Opposition and Councillors J J\nDutton and P L E Bucknell paid tribute to Councillor Powell\u00e2\u20ac\u2122s tenacious\ncharacter and to his motivation and desire to serve the interests of the people\nof Ramsey, mentioning in particular his campaign for safer roads in the\nFens.<span>\u00c2\u00a0 </span>Councillors Bucknell and Downes\nalso commended the support given by former Councillor Stenner to the\nHuntingdonshire Society for Blind and to his overall contribution to the life\nof the District and County.<span>\u00c2\u00a0 </span>After prayer\nby the Reverend Savage, Members stood and observed a minute\u00e2\u20ac\u2122s silence in their\nmemory.</p>\n\n<p class=\"MsoNormal\">&nbsp;</p>\n\n<p </span>The Council\nannounced that the Council\u00e2\u20ac\u2122s Fraud Team had been shortlisted for the Institute\n of Revenues, Rating and Valuation\n\u00e2\u20ac\u0153Excellence in Anti-Fraud\u00e2\u20ac* Team of the Year Award and if successful would go\nforward to the final at the IRRV Conference in October 2009.<span>\u00c2\u00a0 </span>Congratulations also were extended to the\nCCTV Team whom had been awarded \u00e2\u20ac\u0153Supporter of the Year\u00e2\u20ac* 2008/9 for the third\nyear running by the Huntingdon Businesses Against Crime.</p>\n\n<p and Protection Panel, Councillor J&nbsp;M&nbsp;Sadler,\nto present the Food Safety Service Plan 2009/10 to the Council for adoption.</span></p>\n\n</div>\n\n</div> \n<p class=\"mgSubItemTitleTxt\">Minutes:</p>\n<div class=\"mgWordPara\">\n\n<div class=\"Section1\">\n\n<p class=\"MsoNormal\">By reference to a\nreport by the Head of Environmental and Community Health Services (a copy of\nwhich is appended in the Minute Book), Councillor J M Sadler, Chairman of the\nLicensing and Protection Panel, reminded the Council that the Food Standards\nAgency required the Council to prepare a Food Safety Service Plan annually in\naccordance with an agreed framework.<span>\u00c2\u00a0 </span>A\nfull copy of the Food Safety Service Plan 2009/10 had been made available in\nthe Members\u00e2\u20ac\u2122 Room (an executive summary of the Plan is appended to the report\nnow submitted).</p>\n\n<p class=\"MsoNormal\">&nbsp;</p>\n\n<p class=\"MsoNormal\">Members were reminded\nof the objectives of the Service Plan in terms of identifying resources, establishing\na work programme and providing a means by which to measure and manage\nperformance.</p>\n\n<p class=\"MsoNormal\">&nbsp;</p>\n\n<p class=\"MsoNormal\">In terms of\nperformance, the Food Service Team had inspected 98% high risk and 98.5% low\nrisk food premises, a total of 1,118 inspections and visits in 2008/09 as part\nof programmed activities and in response to complaints and food alerts.<span>\u00c2\u00a0 </span>Councillor Sadler also drew the Council\u00e2\u20ac\u2122s\nattention to the success of the \u00e2\u20ac\u0153Huntingdonshire Scores on the Doors\u00e2\u20ac* food\nhygiene rating scheme which had attracted 30,000 searches on the website since\nits introduction in October 2008 and had contributed to an increase in hygiene\nstandards across the District.</p>\n\n<p class=\"MsoNormal\">&nbsp;</p>\n\n<p class=\"MsoNormal\">Councillor Sadler\nadvised Members that in 2009/10, the Team would continue to direct their\nresources towards high risk food <span class=\"GramE\">premises,</span> explore the\nuse of alternative enforcement strategies and develop healthy eating\ninitiatives for businesses and the community as identified in \u00e2\u20ac\u0153Growing Success\u00e2\u20ac*\nand the Sustainable Community Strategy.</p>\n\n<p class=\"MsoNormal\">&nbsp;</p>\n\n<p class=\"MsoNormal\">Whereupon, after\nnoting the support for the Plan on the part of the Licensing and Protection Panel,\nthe Council</p>\n\n<p class=\"MsoNormal\">&nbsp;</p>\n\n<p class=\"MsoNormal\">RESOLVED</p>\n\n<p class=\"MsoNormal\">&nbsp;</p>\n\n<p 2009, the Chairman of the\nDemocratic Structure Working Group, Councillor K J Churchill, presented a\nreport by the Head of Democratic and Central Services (a copy of which is\nappended in the Minute Book) which summarised those issues which had emerged\nfrom recent reviews requiring variations to the District Council\u00e2\u20ac\u2122s\nConstitution.<span>\u00c2\u00a0 </span></p>\n\n<p class=\"MsoNormal\">&nbsp;</p>\n\n<p class=\"MsoNormal\">The Council was\nreminded that any Motion to add to, vary or revoke the Council\u00e2\u20ac\u2122s Rules of\nProcedure, when proposed and seconded, needed to stand adjourned without\ndiscussion to the next ordinary meeting of the Council.<span>\u00c2\u00a0 </span>Therefore, having acknowledged the\nopportunities presented by the changes to reinvigorate participation in the\ndemocratic process and thanked Members and Officers for their contribution to\nthe Working Party\u00e2\u20ac\u2122s review, it was</p>\n\n<p class=\"MsoNormal\">&nbsp;</p>\n\n<p class=\"MsoNormal\">RESOLVED</p>\n\n<p class=\"MsoNormal\">&nbsp;</p>\n\n<p opposition political parties be invited to\nchoose a subject for debate at one meeting per annum;</p>\n\n<p class=\"MsoNormal\">&nbsp;</p>\n\n<p being offered by the District\nCouncil to the unemployed in Huntingdonshire, Councillor Bates, having\nacknowledged that it was a difficult time for individuals and businesses, assured\nthe Council that the Sustainable Economic Development Team were continuing to\nencourage the development of employment opportunities and the growth of new\nbusinesses in the District and that he would request the Head of People,\nPerformance and Partnerships to brief Councillor Bucknell in detail on the\nvarious activities being pursued by the Team.</p>\n\n<p class=\"MsoNormal\">&nbsp;</p>\n\n<p
