The Committee considered the report of the Planning and Economic Regeneration Director that recommended that the above outline application for the erection of 2 detached two storey dwellinghouses after demolition of existing dwelling be approved subject to the conditions and for the reasons referred to report.

RESOLVED:

That the recommendation be approved and the application be granted subject to the conditions and for the reasons stated or referred to in the report and subject to the following additional condition:-

The Committee considered the report of the Planning and Economic Regeneration Director recommending that the above application for the conversion of redundant barns to create 2 dwellings be granted subject to the conditions and for the reasons stated or referred to in the report.

RESOLVED:

That the Committee agree the principle of approving the development but that the decision to grant approval be delegated to the Planning and Economic Regeneration Director once he is satisfied that the surrounding legal issues have been fully resolved.

Report of the Planning and Economic Regeneration Director

The Committee considered the report of the Planning and Economic Regeneration Director that informed of the progress on the preparation and implementation of Agreements under S106 of the Town and Country Planning Act 1990.

RESOLVED: That

(1)      the progress of S106 agreements shown in annexe A of the report be noted;

(2)      the items listed in annexe B of the report be reported to the relevant area committee; and

(3)      the list of sites shown in annexe C of the report be noted.

Report of the Planning and Economic Regeneration Director

The Committee considered the report of the Planning and Economic Regeneration Director that informed of the Spatial Strategy. The Spatial Strategy would provide a framework for future investment decisions over the next 15 to 20 years.  The report included the key findings of the background studies and the results of the early consultation reported to the Committee during the previous meeting cycle, and how this would help to shape a Spatial Strategy for the borough (where development should be located) during the next 15 to 20 years.

RESOLVED: That

(1)      the key issues arising from the studies carried out to date, and the implications that these would have on setting priorities to be addressed in the Core Strategy, be noted; and

(2)      the strategic priorities issues outlined in section 5 are be included in the Core Strategy,  and the spatial strategy set out in section 6 of the report be approved.

Report of the Planning and Economic Regeneration Director

The Committee considered the report of the Planning and Economic Regeneration Director that gave Building Control Services’ performance in dealing with Building Regulation applications, for the first and second quarters of 2009.

RESOLVED: That

(1)      the Building Control Performance report be noted; and

(2)      the Building Control Team, and in particular Mr.I.Berrington, be thanked for their sterling work and that Mr.F.Egerton be welcomed back to his substantive post of Building Control Manager.

Report of the Planning and Economic Regeneration Director

The Committee considered the report of the Planning and Economic Regeneration Director with the forecast position, based on information as at the 31 July 2009, in relation to the Portfolio’s 2009/10 Revenue Budget.

RESOLVED: That

(1)      the progress on the Planning Portfolio’s revenue budgets that are subject to risk-based monitoring be noted; and

(2)      the provisional Local Authority Business Growth Initiative Grant allocation of £207,000 be noted.

The Committee considered the report of the Planning and Economic Regeneration Director that provided information of the Department of Communities and Local Government consultation paper on the Examination Procedures for Nationally Significant Infrastructure Projects and sought approval for the Director’s response to consultation paper.

(1)      the Consultation on the Examination Procedures for Nationally Significant Infrastructure Projects reports be noted; and

(2)      the Planning and Economic Regeneration Director’s response to the consultation paper be endorsed.
