RESOLVED:

That the Minutes of the meeting held on 22 July, 2009 be confirmed as a correct record.

The Committee considered the report of the Planning and Economic Regeneration Director recommending that the above application for the change of use from Utility Company premises to Business (Use Class B1) comprising the erection of 2 metre high security fencing and access gates to the car park adjacent Portland Street and layout of car parking spaces be granted subject to the conditions and for the reasons stated or referred to in the report.

Prior to consideration of the application, the Committee received a petition from Ms. Williams on behalf of objectors against the proposed development and a response by the applicant’s Agent, Mr. Anderson.

RESOLVED:

That the recommendation be approved and the application be granted subject to the conditions and for the reasons stated or referred to in the report.

The Committee considered the report of the Planning and Economic Regeneration Director recommending that the above application for the erection of a temporary footbridge during construction of replacement permanent footbridge be granted subject to the conditions and for the reasons stated or referred to in the report.

Prior to consideration of the application, the Committee received a petition from Councillor D.Hardy on behalf of objectors against the proposed development and a response by the applicant, Mr.Clay.

Councillor D.Hardy, as Ward Councillor, made representations against the proposed development.

That the consideration of the item be deferred to allow consulatation with residents.

The Committee considered the report of the Planning and Economic Regeneration Director recommending that the above application for the part erection/part retention of a detached garage at the side of the dwellinghouse following demolition of existing garage be granted subject to the conditions and for the reasons stated or referred to in the report.

The Committee considered the report of the Planning and Economic Regeneration Director recommending that the above application for the erection of a detached two storey block containing 2 self-contained flats, a three storey block containing 3 self-contained flats, layout of car parking and landscaping with vehicular access via Birkdale Station car park be refused for the reasons stated or referred to in the report.

RESOLVED: That  

(1)      the recommendation be not approved and the applicant be advised that the Committee is minded to grant the application; and

(2)      accordingly, the Planning and Economic Regeneration Director be requested to report further to the Committee on suitable conditions that could be imposed relating to the granting of the application.

The Planning and Economic Regeneration Director advised the Committee that the above application had been withdrawn by the applicant.

The Committee considered the report of the Planning and Economic Regeneration Director recommending that the above application for the variation of Condition 1 attached to planning permission 97/0732/N (approved 15/01/1998) to include the sale of homewares from the unit be refused subject to the conditions and for the reasons stated or referred to in the report.

Report of the Planning and Economic Regeneration Director

Further to Minute No. 34 of 22 July 2009, the Committee considered the report of the Planning and Economic Regeneration Director on the appointment of consultants to undertake a detailed retail study for Southport Town Centre.

RESOLVED:  

That the report be noted.

Report of the Planning and Economic Regeneration Director

The Committee considered the joint report of the Finance and Information Services Director and the Planning and Economic Regeneration Director which identified the final 2008/09 revenue outturn position for the Planning portfolio.

The report identified that the final outturn position for the portfolio, when compared to the revised budget, indicated a net overspend of £0.454m and set out the comments of the Planning and Economic Regeneration Director thereon.

The report concluded by requesting the Committee to give consideration to the submission of comments on the outturn to the Overview and Scrutiny Committee (Regeneration and Environmental Services).

RESOLVED:   That

(1)      the revenue outturn position for the Planning portfolio for 2008/09 be noted;

(2)      the Portfolio’s actual performance indicators and data for 2008/09 be noted; and

(3)      staff be thanked for maintaining performance targets in difficult circumstances.

Report of the Planning and Economic Regeneration Director

The Committee considered the report of the Planning and Economic Regeneration Director that advised of the Planning Department’s enforcement workload for the April to June quarter 2009 and gave an update on the progress of cases where formal action had been taken/authorised.

RESOLVED: That

(1)       the volume of enforcement activity and progress set out in attached schedules to the report be noted; and

(2)       the areas of outstanding work set out in paragraphs 1- 9 of the report and the action being taken be noted.

The Committee considered the report of the Planning and Economic Regeneration Director that advised of the Planning Department's performance in dealing with planning applications, appeals, and related matters for the second quarter of 2009.

Report of the Planning and Economic Regeneration Director

The Committee considered the report of the Planning and Economic Regeneration Director giving an update on the outcome of consultation on the Core Strategy and summarising the issues that had emerged from it and from recent studies, so that these could be taken on board in preparing the Preferred Strategy stage of the Core Strategy. 

RESOLVED:

That the key issues arising from consultation and recent studies, as outlined in the report be noted.

Report of the Planning and Economic Regeneration Director

The Committee considered the report of the Planning and Economic Regeneration Director giving details of the key findings of the Sefton Strategic Housing Market Assessment 2008, one of a number of key evidence gathering studies that were being undertaken to inform the Core Strategy process and to guide advice and decisions on individual housing proposals and planning applications. It would also inform the Council’s Housing Strategy.

RESOLVED:

That the key findings of the Sefton Strategic Housing Market Assessment 2008 be noted.

Report of the Planning and Economic Regeneration Director

The Committee considered the report of the Planning and Economic Regeneration Director giving details of the proposed Strategic Flood Risk Assessment (SFRA) which would form part of the evidence base for the Core Strategy and other development plans.

That Cabinet be recommend to approve the Strategic Flood Risk Assessment.
